President Moon Jae-in and U.S. President Donald Trump are to sit down for their high-stakes

summit with just interpreters by their sides.

Our Cha Sang-mi delves into the implications Tuesday's talks at the White House could have

on the planned North Korea-U.S. summit in Singapore.

South Korean President Moon Jae-in began his trip in Washington for his meeting with U.S.

President Donald Trump.

Their discussions will focus on North Korea... with just over three weeks remaining until

the planned summit between Trump and North Korean leader Kim Jong-un.

Experts say Moon will play a crucial role, in terms of coordinating the two countries'

North Korea policies.

"I think it is also important for the President Moon to mediate the differences between the

U.S. and North Korea.

It seems to be that North Korea still favors this gradual, phased approach, you know action-for-action

approach, whereas Mr. Trump and the Trump administration favors much faster approach

toward the denuclearization."

Another expert says the U.S. will likely maintain maximum pressure on the Pyongyang regime,...

unless meaningful steps are taken towards "denuclearization",... the exact definition

of which remains unclear.

"Where in that spectrum from a complete, immediate denuclearization to a phased denuclearization

that would immediately involve the end of the ICBM program, the Trump administration

is willing to accept, I am not sure at this moment."

The North's recent cancellation of inter-Korean talks and threats to scrap its summit with

Trump is quite understandable according to other experts.

They say the joint South Korea-U.S. exercises are ill-timed given the ongoing peace negotiations.

"North Korea is little bit more difficult.

They go back and forth.

They have sort of this strategy for engagement like yes, no, yes, no, but their basic principles

regarding engagement with the world and approach to nuclear weapon, etcetera, have been quite

logical for the last 20 years."

Whether any form of denuclearization will occur, or if the peace talks will resume,

experts unanimously say nobody will know until the June meeting.

Detectives from the Snohomish County and Skagit County Sheriff's Offices arrested a 55 year-old

Seatac (Washington) man for the November 1987 murder of 20 year-old Jay Cook and 18 year-old

Tanya Van Cuylenborg.

William Earl Talbott II was taken into custody without incident at 6 p.m., Thursday, May

17, 2018, in Seattle.

He has been booked into the Snohomish County jail on one count of 1st degree murder for

the killing of Van Cuylenborg on a warrant out of Skagit County.Detectives continue to

gather and process evidence and interview witnesses related to the investigation of

Cook's murder.

Because of this arrest, detectives are asking for people to come forward with information,

specifically anyone who:

· Knew Talbott or knew of his activities in 1987 or 1988 (he would have been 24 years-old

at the time of the murders);

· Saw Talbott associated with the Cook family van (see van photo) in November 1987.

Saw Talbott with a 35mm Minolta camera (see camera photo) that Tanya had in her possession

when she was murdered.

(The camera's lens was recovered and traced to a pawn shop in Portland, Oregon in 1990,

but the camera body is still missing); Detectives believe Talbott was living in the

Woodinville area in 1987; his parents' residence was approximately seven miles from where Cook's

body was found.

"We never gave up hope that we would find Jay and Tanya's killer," said Snohomish

County Sheriff Ty Trenary.

"Yesterday's arrest shows how powerful it can be to combine new DNA technology with

the relentless determination of detectives."

"After 31 years, we are one step closer to justice," said Skagit County Sheriff

Will Reichardt.

"We would not be here without the persistence of detectives in our office, and in Snohomish

County, and without the invaluable support from Parabon."

Talbott was identified as a suspect through the use of genetic genealogy, which is the

use of DNA testing in combination with traditional genealogical methods to establish the relationship

between an individual and their ancestors.Successful identification of Talbott was established

with assistance from Parabon NanoLabs (Parabon), a DNA technology company in Virginia that

performed genetic genealogy analysis for the case.

A digital file containing DNA genotype data derived from evidence at the crime scene was

uploaded to GEDmatch, a public genetic genealogy website, and promising matches were found

for two of the suspect's relatives (see family tree).

After Parabon's genealogists deduced Talbott's identity, police subsequently acquired an

abandoned DNA sample from a cup he had used.

Washington State Patrol's crime lab confirmed that it positively matched the DNA profile

from the crime scene evidence.

This is the first arrest of a murder suspect using results from Parabon's genetic genealogy

service, which became generally available less than two weeks ago.

"We are honored to have helped solve this case," said Dr. Steven Armentrout, CEO of

Parabon.

He added, "Given the power of these new methods, we believe it is but the first of

many."

Case background

On November 18, 1987, 20 year-old Jay Cook and 18 year-old Tanya Van Cuylenborg left

Saanich, BC, Canada, traveling in Cook's family van, a bronze 1977 Ford Club wagon,

to Gensco Heating, a company in Seattle.

Cook and Van Cuylenborg planned to pick up a part for Cook's father and return to Canada

the next day via I-5.

They took the ferry from Victoria, BC, Canada, to Port Angeles, arriving around 4 p.m.

Their last-known whereabouts were when they purchased a ticket at 10:16 p.m. in Bremerton

for the Seattle ferry.

Neither Cook nor Van Cuylenborg were seen or heard from again.

On November 24, 1987, Tanya's partially clothed body was found in Skagit County in

a ditch in a wooded area off Parson's Creek Road between Old Hwy 99 and Prairie Road.

On November 25, 1987, Cook's van was located locked up and abandoned in a Blue Diamond

parking lot near State and Holly Streets in Bellingham, Whatcom County.

On November 26, 1987, Jay Cook's body was found in Snohomish County along Crescent Lake

Road, near High Bridge Road, on the Snoqualmie River, which is approximately three-quarters

of mile west of the old Washington State Reformatory's Honor Farm near Monroe.

President Moon Jae-in is set to sit down with his American counterpart Donald Trump in Washington.

With Moon playing mediator, Tuesday's make-or-break talks come as skepticism is rising among Trump's

inner circle on whether the June 12th North Korea-U.S. summit in Singapore will go ahead

amid the harsh rhetoric flowing out of Pyongyang.

Our chief Blue House correspondent Moon Connyoung, who is traveling with the South Korean leader,

files this report from Washington D.C.

"Having traveled fourteen hours across the Pacific Ocean, South Korean President Moon

Jae-in, along with his aides and his traveling press corps, is now here in Washington D.C.,

for a two-day visit.

It's already the evening here in the U.S. east coast, basically, Mr. Moon has traveled

across the globe for roughly three hours at midday Tuesday... in what was originally arranged

as a meeting to fine-tune a joint strategy for dealing with North Korean leader Kim Jong-un

but has instead become more of a crisis management session after Pyongyang last week threatened

to pull out of the planned June 12 summit in Singapore."

Forget the pomp and the pageantry, this is strictly business; Three weeks before an unprecedented

North Korea, U.S. summit is supposed to take place, President Moon will meet his U.S. counterpart

on Tuesday as U.S. officials try to figure out whether Pyongyang is serious about negotiating

a deal on denuclearization.

The South Korean president led efforts to resume dialogue with North Korea and his government's

enthusiastic accounts of its encounters with the North's Kim had spurred Mr. Trump to accept

an offer of a never-before-seen meeting between a sitting U.S. President and a North Korean

leader.

So, both Seoul's presidential Blue House and the White House appeared off-guard when, in

a dramatic change of tone, North Korea last week threw into doubt the summit with Trump.

President Trump has insisted he remains committed to the summit, but U.S. Vice President Mike

Pence warned on Monday that Mr. Trump was willing to walk away from the meeting and

that North Korea should not attempt to seek concessions for promises it did not intend

to keep.

It is against this backdrop that the leaders of South Korea and the U.S. meet at the White

House on Tuesday for a private one-on-one with only their interpreters in attendance.

Speaking to the presidential press pool aboard Air Force One on the way to Washington, President

Moon's chief national security adviser Chung Eui-yong said the two sides had decided to

do away with protocol and formality of the usual summit.

There are no planned scenarios or pre-written scripts; none of the aides have any idea what

the leaders will say or what will come out of the meeting.

But, experts in the U.S. say President Moon will need to convince President Trump to stay

the course, reassuring him the direct talks with North Korea can still be the success

he once promised Mr. Trump they would be.
