Hello, my name is Amber Hodson.
I am from DeafHope,
a Deaf domestic and sexual violence service agency in Oakland, California.
We provide DVSV services to Deaf survivors around the Bay Area and beyond.
We are also part of several large state and nation wide projects.
One is a coalition of Deaf DVSV sister programs around the US,
called Deaf Action Technical Assistance Project.
We are part of California's Culturally Responsive DV Network as well,
a group of community based service providers for marginalized and
underserved DVSV survivors in California.
As part of these groups of organizations serving marginalized
and non-English speaking people and communities
we are very grateful for the commitment, time and energy
you are all putting into language access.
We see everyday how important language access can be
for survivors' ability to get safety and healing… or not.
So this work is very important and we are grateful for your time.
As Deaf service providers, we see regularly something that
hearing people may not be aware of.
ASL American Sign Language, which many Deaf people use as
their preferred method of communication, is not the same as English.
It is a different language with different grammar and structure.
Which means English is many Deaf people's second language.
Not their preferred comfortable language.
We see the importance of providing a sign language interpreter
for court, meetings and appointments.
That is a critical part of language access plans.
We want to suggest an equally important part is making sure
that all written materials and documents that are in English are also available in ASL.
So we typically video, with preferably a Deaf person or an interpreter
who signs the written information you are providing in ASL.
That is a best practices approach to full access for Deaf communities.
Having that information that is in English, not their first or preferred language
is a challenge and often difficult to understand and access.
ASL video is best.
One example we noticed is the website and announcements
for this meeting today are available in English,
Spanish and other languages which is wonderful.
It would be nice to add a video in ASL to truly show full access
for diverse communities including Deaf people.
