Justin Bieber And Hailey Baldwin Survive Their First Public Breakdown

Back-on again couple Hailey Baldwin and Justin Bieber are taking another vacation from their fave Brooklyn makeout spot and retreating to the fancy fance Hamptons for July 4.

They were on the road yesterday, and all seemed good until Bieber's fancy Mercedes-Benz SLS AMG broke down in the middle of an intersection.

The newly-reconciled-but-still-causal couple had to wait for a mechanic to come by and remove the vehicle.

According to People, the removal could cost the Biebs up to $200,000.

Police and Bieber directed traffic during the incident.

A fan caught footage of Bieber doing his best travel marshal impression, and he was quite spirited about it:Bieber and Baldwin did make it to the Hamptons eventually though, rest assured.

Bieber's already taking photos with fans there, and Baldwin shared a photo from a bed 17 hours ago (so from yesterday evening), meaning their budding relationship seems to have survived the breakdown:.

IT'S ALL OVER – ROBERT MUELLER SCANDAL GOES PUBLIC

Yesterday, we reported that White House Special Counsel Robert Mueller has said that he wants

to question President Donald Trump as soon as possible.

While many initially assumed that this was bad for Trump, there could be a silver lining

for the president after all.

Fox News reported that experts say that reports of Mueller wanting to speak with Trump indicate

that he is nearing the end of his investigation into the president's alleged collusion with

Russia during last year's election.

Prosecutors pretty much never interview their highest-ranking potential target until they

have acquired most of the evidence since they want as much ammunition as possible when they

finally speak with him.

This would mean that it's unlikely that Mueller's investigation will continue for

the next year or two, casting a dark shadow over the White House for that entire time

period.

It was revealed yesterday that Mueller told Trump's lawyers last month that he will

probably seek to interview the president, which set off discussions among Trump's

attorneys about the perils of such a move.

The Washington Post reported that "the president's attorneys are reluctant to let him sit for

open-ended, face-to-face questioning without clear parameters, according to two people

familiar with the discussions.

Since the December meeting, they have discussed whether the president could provide written

answers to some of the questions from Mueller's investigators, as President Ronald Reagan

did during the Iran-contra investigation.

They have also discussed the obligation of Mueller's team to demonstrate that it could

not obtain the information it seeks without interviewing the president."

An unnamed source told the New York Times that Mueller "appeared most interested in

asking questions about the former national security adviser, Michael T. Flynn, and the

firing of the F.B.I. director, James B. Comey — not the broader question of possible collusion

with Russia.

Those topics signal an interest in whether Mr. Trump tried to obstruct justice."

Trump himself has always made it clear that he wants Mueller's investigation to end

as quickly as possible, as he is confident that no evidence of him colluding with Russia

will be found, since he knows it never actually happened.

"We have been very open," Trump told reporters at Camp David.

"We could have done it two ways.

We could have been very closed, and it would have taken years.

But you know, sort of like when you've done nothing wrong, let's be open and get it

over with."

In a recent interview with Loose Women, it was revealed the reason why Kate Middleton,

and other members of the royal family, can't compete in public marathons. Kate and her

sister, Pippa Middleton, are avid runners. In fact, Pippa ran her first marathon in Kenya

in 2015. But for Kate, the marathon is an event she can no longer participate in for

security reasons.

This is all down to the simple matter of security, revealed her friend Bryony Gordon during an

appearance on Monday's episode of Loose Women. The author was on the show discussing her

impressive connections with the royal family, and recalled the first time she met the Duchess.

Royal etiquette rules have been in the spotlight since Meghan Markle joined the royal family

ranks. For Markle, there is a swath of new rules that need to be adhered to, some strictly,

others more informally.

While Kate was unable to take part in the full race that year, she took part in a 100-metre

sprint with Prince William and Prince Harry during a training day for runners taking part

in the marathon, and was also there to cheer on the participants on the day itself.

Even for more seasoned royals like Kate Middleton, there are still royal rules they must adhere

to. In fact, there are also lifestyle choices that the royals have to give up entirely.

Take Kate for example. As Hello Magazine recently pointed out, Kate Middleton is not allowed

to run at public marathons. And it is a rule that covers all members of the royal family,

not just Middleton.

And it isn't just Kate who is a keen runner, but her younger sister Pippa Middleton too,

back in 2015.

On her decision to take part in the gruelling 42km course, she explained: "I decided that

a marathon was a 'life box' that needed ticking and this year was my time – despite it being

one of the toughest in the world, with temperatures rising to more than 30ºC, at an altitude

of 5,550ft and with the possibility of bumping into lions or rhinos." Pippa completed the

race in three hours, 56 minutes, and was overcome with emotion when she got to the finish line.

The Country With No Public Transport Fares

In January 2013, Estonia's capital city of Tallinn stopped charging fares for riders of its public transport system.

The measure that allowed Tallinn residents to pay around $2 for a card that could be used for buses, trams and other means had been approved in a referendum the previous year by more than 75 percent of citizens.

Now the government is getting ready to roll out free public transport nationwide and, if successful, the Baltic state could become the first country to implement such a system.

On July 1, 11 out of 15 of Estonia's counties will allow their residents to use county buses for free; four counties opted out of the scheme.

Public transportation is generally only partially subsidized by the government in other countries, thus the free transportation measure in Estonia has already been contested.

  "It looks like a pretty promise on the outside," Jaanus Marrandi, a member of the Estonian Parliament's Economic Affairs Committee, told the local media in May.

"However, free public transport in the countryside is not possible with this level of financing." The groundbreaking national program, which officials running it say isn't an experiment, comes five years after Tallinn became the first EU capital to provide free public transportation to its residents.

According to the city's website, local officials noticed an improvement in the city employment rate just a few months into the program, as people could reach more places for work.

Labor costs fell for employers who didn't need to cover parking spots for private vehicles, and Tallinn reported a growing population.

This year, city officials are reporting only a modest growth in public transportation use, but that metric isn't the most important one to measure the success of the initiative, officials say.

  "There (was) also (a) slight increase in (public transport usage) – around 10 percent – but most important is the increased satisfaction with the service quality," says Allan Alaküla, head of the Tallinn European Union office and representative of the program.

Experts who have researched the subject, however, say no thorough evaluation has been conducted by the government because no one is eager to divulge potentially unflattering results.

"People find different ways to interpret the outcomes of free public transport and the city government has a motivation for defending it because politicians and city administrators carried it out," says Daniel Hess, a professor at the Department of Urban and Regional Planning at the University of Buffalo—SUNY, who looked at the issue.

"What I found in my research is that there was not a thorough evaluation conducted by the city government for the program that it instituted and the main evaluations have been conducted by outside researchers." At the same time, while officials tout a decrease in car traffic in the city center, private researchers say the measure hasn't actually met the important goal of reducing pollution.

  "A goal was to see a shift from cars to public transport and this hasn't really happened," says Oded Cats, assistant professor in public transport at the Delft University of Technology in the Netherlands who researched on the Tallinn program.

"What we saw is that there was a sizable but not very dramatic increase in public transport ridership – people shifted from walking to (taking) short public transport trips and those already using public transport used it more frequently, such as teenagers and (the elderly).

Therefore, there is no impact on congestion so far and on emissions."   Other Countries, Cities Consider Similar Programs Public transport has long been a debate in many countries that wished to reduce pollution and offer an alternative that would reduce traffic congestion.

Last year, Paris officials announced they are considering free public transport to fight against pollution one year after French President Emanuel Macron said all gas and diesel cars will be banned in France by 2040.

Berlin officials made a similar announcement earlier this year with the purpose of reducing cars on the road.

  Several smaller cities in France already offer free bus rides, while experiments have been carried out in Belgium, Sweden and the U.S.According to Alaküla, the representative to the EU, Tallinn inspired Dunkirk, a French city of around 200,000, to make public transport free beginning this September.

Several other city officials came to Estonia to analyze the model, including some from cities in China, Hess says. Whether making public transport free is sustainable depends on the financial model adopted, experts say.

The idea seems more realistic, experts say, if governments are already subsidizing a large portion of the individual fare, so the transition to zero costs for passengers has minimal impact on budgets.

On the other hand, cities such as Tallinn that made public transport free only for residents covered their costs by seeing more people officially moving into the city.

"In Estonia, you pay part of the income tax where you are registered as a resident," Cats says.

"About 20,000 to 30,000 people living in Tallinn were still registered in their hometowns, such as students or those too lazy to (change their registration).

To become eligible to travel for free in Tallinn, they had to register, therefore they started paying their income tax in Tallinn." Tallinn's annual city budget increased about $29 million because of the higher number of taxpayers, Alaküla says.

  Officials say the challenges of providing free transportation is not only implementing the program but also to maintain quality service. Still, any city could benefit from the measure, experts say.

"As we continue to urbanize and have denser places that need many people reaching them, there will be an increasing need for public transit to serve these places with high-capacity transit vehicles, such as buses, streetcars, or subways," Hess says.

"Any growing city where there's a premium on land value and the traffic is choking, and where it's very expensive to travel by car and park, seems a possibility for free public transport.".

 The Paris authorities are planning to ban smoking in public parks from the autumn in the latest effort to cure the French of their addiction to cigarettes and cut down on litter

 A trial ban is being imposed this summer in four parks, and the mayor plans to extend it to all city parks within months

 A ban in the eastern city of Strasbourg came into force this week, and three years ago Paris banned smoking in children's playgrounds

   Laurence Goldgrab, a Paris councillor, said the ban was motivated by public hygiene as well as public health

Smokers tend to leave cigarette ends lying on the ground and some 350 tons of butts were collected last year

 "In 2017, the city issued nearly 21,000 fines to smokers who left their cigarette ends on the ground," she said

 Throwing a cigarette end on the ground will incur a  €68 (£60) fine, while fines have been set at  €450 for smoking in a proscribed public areas

There will also be a hefty €750 penalty for smoking in a car with a minor.  France is not the only country trying to banish smoking from public spaces

 A number of US cities have banned smoking in parks. It is also banned in Australia's national parks and some beaches

 A 2014 public health review in London ordered by the then mayor Boris Johnson, recommended banning smoking in parks and public squares

 The French are among Europe's heaviest smokers, but the government has campaigned against tobacco and imposed hefty price increases to try to stub out the image of the fashionable French puffing on cigarettes at pavement cafés

 The number of people lighting up daily has fallen sharply, with a million people kicking the habit last year, a survey suggests

 Nevertheless, France still has up to 50 per cent more smokers than Britain, although it has introduced plain cigarette packaging and many smokers have turned to e-cigarettes
