asking Michael Cohen outside of court and his hotel for a comment about the

federal investigation against him and how he feels about his relationship with

the President and it has been crickets well this weekend he decided to go on

the record but not on camera to discuss these things with George Stephanopoulos

of ABC tweeting my silence is broken exclamation point one of the big topics

Cohen's consistent loyalty to the president something as you mentioned he

has stood his ground on in the past but here is what Cohen told Stephanopoulos

on Saturday one of the big questions I asked him is what will you do if

prosecutors come to you and offer you leniency in return for information on

President Trump he said he wanted to persuade respect the process didn't get

into specifics but he added this and he added this with emphasis my wife my

daughter and my son have my first loyalty and always will I put family and

country first he also asked Cohen what he would do if the president and his

legal team were to go after him and challenge his credibility Cohen told

them this I will not be a punching bag as part of anyone's defense strategy I

am NOT a villain in any story and won't allow others to try and depict me in

that way and then there was the $100,000 question what about that big payment he

made to Stephanie Clifford or stormy Daniels when Cohen was asked a president

Trump knew about the payment he made to allegedly keep Daniels quiet about this

alleged sexual encounter she claimed she had with mr. Trump in 2006

he told Stephanopoulos this I want to answer one day I will answer he said but

for now I can't comment further on advice of my counsel Cohen also was

asked about the FBI and Robert Muller investigation he said he doesn't like

the term witch-hunt and doesn't agree with those who demonize or vilify the

FBI so quite a turn here Harris all right laura ingalls thank you very

much a big question now is why Michael Cohen would give this kind of an

interview in the first place and why now stormy Daniels attorney Michael avenatti

weighed in tweeting if mr. Cohen really gave an off-camera interview to George

Stephanopoulos whom I respect for GMA he is dumber than I thought

he is playing games and trying to play both sides there was only one way he can

have any legitimate shot at saving his reputation that on Twitter now in person

Fox News senior judicial analyst Judge Andrew Napolitano so he went from taking

a bullet to taking an interview right right I don't I don't know why he would

do this I can't imagine as lawyers would want him to do so there's no good that

can come from somebody who's under a federal microscope he's not a subject of

a criminal investigation like the president he's the target of a criminal

investigation that means he's very close to being indicted for something we don't

know what I can speculate if if you want no good can come from trying to

communicate to those who are trying to indict you through television rather

than through your lawyers and I would I would add if we got you to speculate it

would be more like you know a connotation than thin real speculation

because you're looking at all the facts here real quickly though talk to me

about the substance of what he told ABC and then we can talk about what the

substance of what he told ABC if it's true and if he means it should cause the

president sleepless nights I mean Michael Cohen was not only the

president's lawyer he was his fixer the practice the president asked him to do

things that lawyers don't typically do you see this problem make it go away you

know where to get the cash should the question that that I've seen asked in

different ways and I I don't know what they'll ask of Michael Cohen but why did

the president trust him is there something in his background what what

about Michael Cohen Michael Cohen must have impressed the president we're

talking about 10 years ago when he first started to work

or the obviously pre presidential Donald Trump as somebody who would take a

bullet somebody who would do things that other lawyers might not want to dirty

their hands doing I'm not suggesting that they committed crimes together but

it does appear as though Michael Cohen was involved in things that other

lawyers wouldn't go near like paying people for silence like getting

newspapers to say something different than what they wanted to say so why

wouldn't he talk about that now that $130,000 question as Laura Engel put it

you know I won't tell you yet basically was his response again it's it's hard

for me to figure out what his game plan is she's the president be worried yes

well well if Michael Cohen is telling the truth that that he once said it

would take a bullet for the president now can't wait to roll over for him he

obviously knows something that the feds are interested in hearing and that will

soon go through a procedure whereby he will tell them what he knows and they'll

decide whether or not they want to use it now they won't do that until they

have leverage over him and they won't have leverage over him until they indict

him we've seen a lot of bloviator 'he's you know I mean you've got Michael

avenatti out there for stormy Daniels you've got people to say I have a disc

here on Twitter and I'll show it it's got all the evidence and I've got

recordings that but but in terms of just whittling this down to real evidence I

mean it's just one another one of those I don't think so this is a real case I

mean the government has more than a million pieces of evidence there it

obtained from for search warrants that it executed on his homes and his place

of business we don't know what it is but a retired federal judge went through all

of it and found a few hundred that are protected by the attorney-client

privilege and gave the vast majority over to the feds to allow them to use it

and present it to a grand jury we don't know what it's evidence of but it's

evidence of something that they federal prosecutors are interested in now we've

gotten to the point where your perspective and expertise and experience

come into play I refuse to call it pure speculation because you've seen someone

they're so kind so what is it it's probably bank fraud it's probably the

borrowing of money to to pay off obligations of then mr.

Donald Trump without telling the bank exactly where the money is going to go

so if you borrow money from a bank and say I'm gonna put a new roof on my house

and instead use the money to pay a porn any amount well it would in order for it

to be fraudulent and it's got to be above a certain amount no it took the

amount reflects the penalty the amount doesn't reflect the crime you can be

fraudulent with a dollar you're not gonna get ten years but if you're frauds

on up with a hundred and thirty thousand dollars you're gonna get 10 years I

the President and kim jeong-hoon last month meanwhile Axios is reporting there

could be a second round between the two leaders in New York this September

agreement despite US intelligence reports which suggest the regime does

and North Korea on this Secretary of State Mike Pompeo is at the White House

this morning he'll be here for this meeting the president Trump has with

Dutch prime minister upcoming in about a half hour the Secretary of State is the

point person for this administration when it comes to North Korea he has been

there twice met with Kim jong-un and is expected to return again soon now

officials are saying that conversations between the United States and North

Korean governments have continued since the June 12th Singapore summit between

President Trump and kim jeong-hoon national security adviser John Bolton

has offered the most aggressive timeline for North Korea to surrender its nuclear

and biological weapons and ballistic missiles he says it could happen within

a year Bolton a skeptic on North Korean sincerity says the administration

understands the risks in dealing with the Kim regime

there's nobody involved in this discussion with North Korea in the

administration who is overburdened by naivete we've seen how the North Koreans

have behaved before president's been very clear he's not going to make the

mistakes of prior administrations we're going to pursue this and we'll see

what happens now the document the President and Kim signed in Singapore

leaves most of the terms of disarmament up to these ongoing negotiations how

North Korea would surrender these weapons programs what it would receive

in return and when it would receive it this as senators also push for robust

inspections I supported the president talking with the North Korean dictator

because I do believe that has the potential for increasing our safety and

eventually leading to the denuclearization of North Korea without

those inspections we can have no guarantee that North Korea is not

cheating once again and that's another important aspect to all this finding out

more about exactly what North Korea has the secretary of state says the United

States has a reasonable understanding of the North Korea nuclear program but it

needs to work with North Korea through these ongoing discussions to have a full

to have a second round this September what do you make of it I think people

need to be realistic about this process good things take time and I've heard

John Bolton with whom I worked back in the era of the Libyan disarmament talk

about Libya in the one-year time frame and I think even John knows that that's

an aspirational goal at the end of the day this is going to take time this is

more like the intermediate nuclear forces agreement that Reagan negotiated

with the Soviets the first agreement occurred in 1981 the final real

agreement in 87 it was a treaty that was ratified in 88 and it took three years

to get rid of all those weapons and in fact even in Libya today it took we got

December of 2003 we got their commitment to denuclearize and we didn't finish all

the chemical weapons until 2016 you think the text time that any kind of

a timetable that we'd be putting together is a good sign I mean that you

know I I don't want you to get too far down the politics of this all but you

can't ignore the fact that one political party absolutely thinks that the

president wouldn't get this done but a timetable what is it indicative of

Harris you make a great point at the end of the day we are all Americans and in

fact every Ally we have in the world and some of our adversaries think it would

be a great idea to denuclearize North Korea what we need here is a little a

little bit of kind of deep breathing and a little bit of consensus around the

idea that that this is a good thing what we need is a Sam Nunn or a scoop Jackson

a Democrat who and maybe maybe half a dozen of them who say you know what

national security trumps everything we really do want this to happen let's

support the president let's make this happen and you will take time it will

take consensus China the pressure has to continue on China the sanctions have to

continue but at the end of the day we're persuading the North Koreans that having

nuclear weapons is a bad idea because eventually it would lead to a preemptive

strike of some kind on that system why can't they just rely on an extraordinary

conventional force they are the fourth largest standing army in the world they

have 5,000 short-range missiles they have 4,000 tanks nobody's going to hit

them they need to give up the nukes get the economic advantages and go forward

and every American in the United States Senate every senator every member of the

House ought to be saying this is a great thing let's move down we may disagree

with the President on other things but this is a great move forward let's make

it happen methodically you know Roberts hearing you lay out the military stakes

of all of that brings me to the latest reports that it looks like maybe

satellite images other indicators that North Korea is doing something on the

ground with regard to weaponry that it shouldn't be I'm sure you're seeing

those same reports real quickly before I like to know your thoughts on that yeah

so so let's unpack that Harris in 10 seconds hear what that report seems to

indicate and it's you know on the open source now is that their short-range

missile production may be ramping up some do does this have anything to do

with the nuclear debate not at all short-range conventional missiles really

have nothing to do with this process so I think it's a false bogey it's not

Peninsula to be nuclear free and this president for the first time in decades

is apparently moving us in that direction

It never ceases to amaze me how out of touch with reality Democrats and their party really

are.

In a $2,700 per plate event in lavish Beverly Hills California to raise much-needed money

for the failing DNC, also known as the socialist party, Democratic National Committee Chairman

Tom Perez had the task of introducing former President Barack Hussein Obama to the guests.

And what ensued will leave you speechless.

"Let's give it up for the real president of the United States," Perez said as the

former President walked out according to the news publication Politico.

Via Politico:

"Do not wait for the perfect message, don't wait to feel a tingle in your spine because

you're expecting politicians to be so inspiring and poetic and moving that somehow, 'OK,

I'll get off my couch after all and go spend the 15-20 minutes it takes for me to vote,'"

Obama said in his first public comments in months, which only a few reporters and no

cameras were allowed in for.

"Because that's part of what happened in the last election.

I heard that too much."

"Boil it down," Obama said, reiterating an argument he made on the campaign trail

for Ralph Northam in 2017 about the existential challenge Trump poses to America.

"If we don't vote, then this democracy doesn't work."

He almost accepted some of the blame for the state of the party, though he framed it less

as the DNC atrophying from years of benign neglect while he was in the White House and

being saddled with his reelection campaign debt and more as people making the mistake

of falling too much in love with him.

"I'll be honest with you, if I have a regret during my presidency, it is that people

were so focused on me and the battles we were having, particularly after we lost the House,

that folks stopped paying attention up and down the ballot," Obama said.

Obama stuck to his routine of never saying President Donald Trump's name in public,

but he spoke at length about what his problems are with the Trump presidency — and why

he thinks Democrats would be foolish to believe that they're in good shape to beat him just

because they've been doing well in winning recent elections.

"Fear is powerful," Obama said.

"Telling people that somebody's out to get you, or somebody took your job, or somebody

has it out for you, or is going to change you, or your community, or your way of life

— that's an old story and it has shown itself to be powerful in societies all around

the world.

It is a deliberate, systematic effort to tap into that part of our brain that carries fear

in it."

He did not specifically discuss immigrant families being separated at detention centers.

He did not discuss the travel ban or other rulings from the Supreme Court this week.

Teed up gently but directly by DNC chairman Tom Perez, who was seated next to him on a

small stage asking questions to prompt the discussion, he dodged a question about Anthony

Kennedy's retirement.

Merrick Garland's name wasn't mentioned, and neither was the current push by most Senate

Democrats — and supported by Obama's former vice president Joe Biden — to say that Trump's

nominee should also not be given a hearing until after the next election.

No one mentioned Joe Crowley's shocker primary loss, or the burst of youthful optimism and

talk of socialism that Alexandria Ocasio-Cortez's win has injected into Democratic politics.

He spoke only obliquely about the "Me Too" movement, saying that the current Republican

leadership believes in "women staying in their place in all kinds of ways."

His only direct comments on current events were about the newspaper office shooting in

Maryland earlier Thursday, which he said left him heartbroken but hopeful that people would

see this one as the turning point to take action on gun laws."

As he read his teleprompter at the event, Obama suggested there may have been something

he did not do right during his two terms in office.

Which according to him was that people were so focused on him and the battles he was having,

especially after the Democrats lost the House, that folks stopped paying attention up and

down the ballot.

No sir, I would say that's just the opposite.

After you people lost the house in 2010 mainly because you oversaw a government takeover

of our healthcare system people started paying attention.

They started to forget your skin color and the hype and they started to see your so-called

summer of recovery never panned out.

Of course, you were able to pull out a win in 2012 because Obamacare didn't kick in

until 2013 on purpose because your side knew very well that if people knew the truth about

the law they would have never elected you, no matter what the color of your skin is.

But perhaps the worst thing this former president said during his speech is that "Republicans

fit the mold of the party of anger."

Really?

And who are the ones kicking people out of restaurants for being Conservatives and tweeting

nasty things about putting Barron Trump in a cage full of pedophiles?

Conservatives?

Boo'd Up: The British song taking the States by storm

There's a Brit currently beating the likes of Childish Gambino and Beyonce in American music charts.

Right now, Ella Mai's Boo'd Up is number four on the American Top Songs chart on YouTube and is also sitting comfortably at number seven on the Billboard charts.

But Ella Mai, from south London, Ella Mai is not on the UK YouTube charts, or the UK Singles Chart.

"If you would have told me five years ago this was how my journey was going to go, I would have told someone they're definitely lying," Ella Mai tells Newsbeat.

You might remember her from Arize, a group that competed in The X Factor UK back in 2014. Or maybe not considering they were barely on the show.

The group had a very successful room audition but were never seen on TV again after they received four no's at the arena stage.

The group split up and Ella Mai did what many people have done to try for a career in music - started to upload covers onto Instagram.

The 23-year-old caught the attention of producer DJ Mustard (who has worked with the likes of Cardi B and Big Sean) when her cover of Tupac's Keep Your Head Up ended up on his Instagram Explore feed.

The producer DM'd her and asked her what her "situation was" - at this point she was still singing covers in her bedroom. "I sat there for ages thinking: 'How do I respond to this?'.

"I had to go on his page and make sure he had the tick to make sure everything was legit," she jokes.

Ella Mai's ties with the US go back to her childhood, when she lived there for five years. "I was 12-years-old when I first moved to New York and at that age you're trying to find yourself.

"It was hard being so different from everyone I was around and I felt that nobody could really understand me because everyone was American and I was this little English girl with an accent.

After being noticed by Mustard, she went back and forth from New York to LA to go to studio sessions and eventually signed to his label.

Despite working with someone who is known for making international hits, she is yet to break UK charts.

There has been a lot of hype around urban music in recent years in the UK but Ella Mai thinks R&B as a genre is yet to enjoy that same buzz.

"I think R&B is way bigger in America. It's not really that mainstream in the UK," she says.

"A lot of people say Boo'd Up reminds them of '90s R&B. It has that feeling which is why I think people take to the song so much.".

But she doesn't think moving to the US is the only way to make it as an R&B artist. "There's a lot of young females doing R&B in England who are extremely talented and deserve more light on their stories.

"It's on the up here and I think we'll get there eventually. I'm proud to be from England and doing so well in America so I can fly the flag.".

Even though it's not been widely celebrated in the UK, Boo'd Up is a big hit over in the US. Released in February 2017 but only really getting big in 2018, the song has got a lot of love from famous faces.

It's also being called the "national anthem for men" - which has become a running gag on Twitter because of how affectionate the words are. "People have said: 'You've got the thugs singing Boo'd up,'" Ella Mai laughs.

Ella Mai tells Newsbeat she finds the whole experience "surreal" and that she's "walking proof" that using social media to your advantage can really pay off.

She's also been rumoured to be working with Chris Brown after she tweeted a picture of both of them. When Newsbeat quizzed her on new material, she left us with a very cryptic message:.

"I've been working on my debut album for the past year and I can definitely say there'll be some collaborations.

Whether she'll finally win over British audiences with her debut album is uncertain. However, the British singer isn't showing signs of slowing down in the US anytime soon.

No state worse off under new GST carve-up, Government says - Duration: 7:33.

GST model aiming to ease concerns of short changing, while not annoying smaller states By political reporters Matthew Doran and Anna Henderson  The Federal Government wants to adopt a new model for carving up the billions of dollars in GST revenue, but will have to chip in cash to ensure no state is worse off

 Treasurer Scott Morrison will today unveil a proposal for changing the system, after a year-long review by the government's main independent economic advisor, the Productivity Commission

 It will seek to walk the fine line between easing concerns from some states that they have been done over by the current model, and ensuring smaller states do not cry poor

How does it work? The proposal works in stages. In the first instance, the Federal Government will top up WA's share of GST revenue after the mining boom wore off

 The next step involves the Commonwealth adding hundreds of millions of dollars to the GST pool, to ensure smaller states do not fall behind as the new calculation model is adopted

 That will begin at $600 million annually from the 2020/21 financial year. From the 2024/25 financial year, another $250 million will be added to that annually

It will cost more than $7 billion. The formula will also be tweaked to tie the fortunes of smaller states to that of the largest state, New South Wales or Victoria

 By 2026/27, the changes will be done. And the Government is promising every state will get at least 75 cents for every dollar they contribute

 The Productivity Commission's preferred model would have annoyed most of the states, changing the formula for carving up the cash to one which looks at the average wealth of the states

 Only New South Wales and WA would be better off under that model. Chris Richardson from Deloitte Access Economics described it as a "sensible" proposal from the Government, even if it was not adopting the commission's preferred approach

 "But mostly sensible has come with a whole bunch of political landmines in it, and the Government's response is looking to be rather more careful on this front," he told AM

 "This is a pretty solid change, and the first notable change in some time, and it's overdue

"No state worse off, argues Turnbull Yesterday, the Prime Minister declared his Government had rejected the Productivity Commission's preferred option

 "You will see, as I have said, that no state will be worse off as a result of the reforms," he said

 Opposition Leader Bill Shorten remained unconvinced, arguing there was no guarantee no state would see a reduction in their share of the revenue over the period

 "All that we expect is that at some point in the future, average Aussies will see a decrease to their hospitals and schools," he said

 He told a community forum in Tasmania, where he is campaigning ahead of the Braddon by-election, that Western Australia had been unfairly treated in the GST carve-up

 But he claimed that was not a situation Tasmania should be relied upon to fix. The Productivity Commission was specifically tasked to assess the GST formula which is used to determine the share each jurisdiction receives

 The formula — called horizontal fiscal equalisation — is calculated on the basis of how much funding each jurisdiction should receive from the overall pool to deliver services, taking into account their own sources of revenue and spending

 Mr Morrison received the final report in mid-May, and has released it just weeks from the Super Saturday of by-elections in Western Australia, Tasmania, Queensland and South Australia

 A draft report released last October found the current formula needed updating to deal with extreme circumstances

Pressure for change The latest announcement on the GST carve-up in April boosted the share of revenue collected by Victoria and Western Australia

 But despite that, WA Treasurer Ben Wyatt attacked the increase as a "slap in the face"

 He demanded urgent reform. Mr Shorten has suggested the Coalition is not running candidates in by-elections in Western Australian seats to avoid a backlash over GST distribution

 A number of Coalition politicians have told the ABC they think the GST debate was a factor in the Government's decision not to run in either WA seat

 One Nation has campaigned on the need for a more "fair and just" distribution, including WA senator Peter Georgiou portraying himself as a gladiator fighting for his home state

State and territory governments will receive a series of funding boosts totalling $5

2 billion over the next eight years as they shift to a new way of carving up the GST revenue pie which leaves no one worse off

Under a new formula, to be outlined by Treasurer Scott Morrison on Thursday, the federal government will ensure that by 2022, no state receives less than 70 cents per person per dollar of GST

The funding will be untied, meaning governments will be able to spend it as they see fit to deliver services in their state, including schools, hospitals, roads and rail

Western Australia is expected to be the only state with a relativity below 0.70 during the phase-in time from next financial year

The states and territories are slated to receive $67.3 billion in GST payments in 2018/19, rising to $112

25 billion, including the top-ups, in 2028/29.The system under which GST is shared, known as horizontal fiscal equalisation, has not been changed significantly since the consumption tax was introduced in 2000

The benchmark for HFE will shift over eight years to a new standard that will ensure the fiscal capacity of all states and territories is at least the equal of NSW or Victoria (whichever is higher)

As well as moving to a new standard, the government will put in place the new "floor" of 70 cents per person per dollar of GST, below which no state's relativity can fall, from 2022/23

This will rise to 75 cents from 2024/25.The government has rejected the recommendation of a Productivity Commission review to use an "average" figure to equalise the payments, which Mr Morrison said would have left smaller states behind

WA's GST share dropped to 30 cents in the dollar per person as a result of the mining boom, which triggered the review

During the transition to the new system, the federal government will provide short-term funding to ensure no state receives less than 70 cents per person per dollar of GST

The first injection into the new GST distribution will be worth $600 million in 2021/22, with a second injection of $250 million in 2024/25

The combined additional commonwealth funding would then be indexed to grow in line with GST collections on a permanent basis

Treasurers will meet in September with a final agreement expected by the end of 2018
