News on Youtube Aug 25 2018

Hey, welcome to Public Works TV!

Before we get started let's take a look back at what we did this week.

Last Saturday nearly 200 Community Clean Team

volunteers were out sprucing up District 6 neighborhoods.

The new Fire Station Number 5 in the Western Addition is more than halfway done.

We designed the new building to be seismically safe.

We tried a new paving technique called bonded wearing course,

which better protects the pavement from the perils of water

seeping through and extends the life of the street.

Finally, our OnE team conducted focused outreach and enforcement on the Polk Street corridor this week.

We're working together with businesses and property owners to keep SF clean.

This is a once-in-a-generation project that the City of San Francisco is embarking on.

We are consolidating four departments,

1,600 employees to provide better services to the residents and businesses of San Francisco.

Hi my name is Samuel Chui I'm a project manager at Building Design and Construction at Public Works.

And my name is Julia Groat. I'm also a project manager here at Public Works working on 49 South Van Ness.

The project itself started in 2014 and since then we've been working collaboratively with the

City Administrator's office as the project sponsor, the Real Estate department and

Public Works to get to where we are today with the design construction.

Our late Mayor Ed Lee and our City Administrator Naomi Kelly actually took

the leadership and started the process of finding a new home for Public Works and other agencies.

This new building will house 12 departments.

One thing in common among these departments is that they all offer permitting services.

So we'll have a full house. There will be a lot of people moving in on move-in day

and we're pretty excited to get everyone together.

This building is located on South Van Ness, mid-block between Market Street and Mission Street.

It's also located central to Bart, to MUNI, as well to bicycle routes and lanes that will be going towards the building.

The office building will be a 16-story building that will be pulled

against 1 South Van Ness.

At the third corner of mission and Van Ness will be a 39-story residential tower.

The stakeholder engagement process started very early on and the biggest initial goal is to try to understand

the quantity of people moving and what the needs were.

So it's really going through working with every department.

Real Estate division, they've negotiated a contract with a private developer,

Related California, with whom we're

working with closely right now to help us develop this project.

Related California will be building and developing the 39 story residential

tower and helping us on the construction management portion of the office building.

Charles Pankow Builders and SOM are part of the team and of course

there's a host of other consultants and contractors.

This is an enormous privilege to have been working with the City of San Francisco over several decades.

Continuing that relationship with this

new building is, for us, to define both of the ways the City operates and also the look of city government.

We've designed a building that will be open, transparent, luminous

and really reflect what we think are the best attributes of city government,

and looking at how we can make this place one that is really of

the 21st century and we think will result in new collaborative practices

within these departments.

Characteristics of the workspace environment is to

provide for flexibility and changes in the future. This will be a building that

the City owns for a very, very long time. Sustainability features includes bicycle

parking for over 300 bicycles, EV parking stations...

...a high amount of daylight and in addition to that, outdoor spaces to get some fresh air during the day.

How many workers do have on? I'm sure it's peaked, but right now how many of you have on?

Right now, it's right around 70 or so.

70?

Yeah.

And the highest?

The highest would probably be closer to like, could be, 150 to 200.

Ok.

Yeah.

Welcome to the construction site for the 49 South Van Ness City Office Building.

We are pouring the concrete for mat slab number two today.

This operation started about 2 a.m. last night and will go till about 3 to 4 o'clock p.m. this afternoon.

There will be about 650 cement trucks coming in and

out of the job site, resulting in about 43,000 square feet of poor surface

at the end of the day.

It's a pretty complex project to have two major buildings

going up in the exact same time.

So this is a very hard site to build on and the construction team

is doing a great job to maintain that.

Hi we're the Pankow team from 49 South Van Ness.

We're excited to build the City of San Francisco's building for you.

and we look forward to completing by early 2020.

So Pankow is the general contractor on 49 South Van Ness.

It's a very challenging project. We got concrete structure below grade and then we're

coming up with the structural steel, a very busy intersection and street area

with pedestrians walking by, so being able to work with those subcontractors,

the different agencies that are involved is very important

One thing in common among these departments is that they all offer

permitting services to the residents and businesses of San Francisco.

And the permit center is really one of the biggest drivers for the project.

The permit center will bring all of the permitting agencies that handle

construction-based projects under one roof.

Why this is such a big deal, is that currently to get a permit,

even for a restaurant, you will have to go to multiple locations.

For the first time, you'll be able to go to one location and

handle all of your construction based permits. This is a huge change.

We're so glad you got a chance to meet the project team.

We hope you're as excited as we are about the new permit center and our new home at 49 South Van Ness.

Coming up, we'll have a few more episodes to share with you about the design, progress

and what to look forward to in our new office building at 49 South Van Ness.

Hi I'm Lucas Yee, a Resident Engineer for the City and County of San Francisco.

My goal is to deliver the highest quality

projects in a safe and budget-conscious environment.

I am Public Works.

Together, we are Public Works.

Can we do a blooper reel too?

We're here working on your project for the Public Works...

We're gonna be as good into the first time!

I wasted the good one on you!

Hi my name is Samuel Chui I'm a project manager at Bullet, no?

I'm laughing... I'm sorry.

Oh no.

It's such a joke to you.

Is public speaking skill evolving? | Every Tue & Fri Public Speaking Tips - Duration: 2:14.

Every skill is evolving in this world take singing the kind of music the kind

of songs we used to listen to few years ago are we listening the same kind of

music or songs now no singing has evolved take dance the kind of dance we

used to watch few years ago are you watching the same kind of dance now no

the dancing has evolved even public speaking is a skill is public speaking

evolved or is public speaking evolving yes and first time I realized that when

I watched the video called I see something from Dananjaya Hettiarachchi he's a

world champion of public speaking now even before I see something I've seen

lot of videos even after I see something I became a student of storytelling but

before that also I've seen lot of motivational videos lot of talks but

every time I use to see that I use to feel yes Wow

the speaker is good fantastic but speaker is not like me he's special is

different he's a different level but when I saw I see something Dananjaya Hettiarachchi

I felt for a moment that oops he just liked me I think this is the

evolution of public speaking that even if you are standing in front of 10,000

people the person who is watching you should feel that this person just like

me or this person is speaking to me or speaking for me and this is the

way the public speaking has evolved now not only Dananjaya Hettiarachchi even

Mohammed Qahtani, Daren Tay and all these are the world champion of public speaking when

you watch their videos you feel that oh my god this is just like my story he's

not different he's speaking to me so my tip to you this week from this beautiful

valley of Kashmir is this next time when you are going on the stage try to speak

as if you're speaking to your friend at tea stall But that is difficult not

easy but try to speak like that because when you speak like that

when audience feel that he's just like me or she just like me is very easy to

connect this is Praveen Wadalkar signing out

until we meet again with a new tip

Chesapeake Public Schools Celebrates the 2018 Valedictorians and Salutatorians - Duration: 9:47.

On behalf of the Chesapeake School Board,

we want to congratulate all our 2018 graduates.

We are so proud of that over 2800 Seniors

that will be graduating at the Ted this week.

We're especially very proud of our administration

and teachers that make a difference

in the lives of our students every day.

Again, congratulations!

We wish you the best... Class of 2018!

I'm Margaret Winslow.

I'm the Valedictorian of Deep Creek High School

in the class of 2018.

I'm graduating with a 5.03 and

I'm going to attend Virginia Tech in the fall.

I imagine I'll be at a high school

or college teaching math.

Yes, I love teaching people.

It gives me great joy to see others grow with my help.

Miss J, she is my high school, um... 9th grade

Social Studies teacher and my senior year GOV teacher.

She told me to always put my registration

for my car in my wallet and not my car

so if anybody steals it, they don't know where I live.

Hi, I'm John Kothmann.

I'm the Salutatorian a Deep Creek High School.

I graduated with a 4.975, and I plan on attending the

University of Virginia in the fall.

For me, the hardest part of being a senior

was definitely dealing with the classic

case of "Senioritis", where you feel kind of

unmotivated to do certain things,

but, you have to push through it and get

stuff done and still finish strong.

I could definitely not live without caffeine.

I used it to wake up in the morning, used it to get focus

on the tests and get through uh... late-night

assignments after getting home from work.

And definitely, that was the key factor

for me in Deep Creek.

Hi, I'm Caden Messenger, and I'm the Valedictorian

of Grassfield High School for the Class of 2018.

I have a GPA of 4.99, and I plan on attending

Rochester Institute of Technology in the fall.

So, at Grassfield, I've learned that with enough

hard work and determination, I can really accomplish

a lot more than I expected.

Feels like, if I really focus and hone in on what

I want to do, I can just kind of achieve everything,

and keep any grade or finish any race.

Um...I enjoyed running cross-country

the most in high school.

I really liked running out there with my friends

every morning and it was just a really fun time.

And, I enjoyed it.

I'm Sydnie Matkins.

I'm Salutatorian of Grassfield High School,

the class of 2018.

My GPA is 4.98, and I will be attending

Colorado State University in the fall.

I think I've always been hardworking and

punctual, and I think that the teachers

of Grassfield have noticed that,

have appreciated that, and all my hard

work in their class.

In every class.

I think the sense of community is really

important at Grassfield.

I mean, our slogan is Community of Excellence,

and I think that we have exemplified that

throughout my... at least my four years of high school.

And, I will really miss that going to a big college.

Hi, my name is John Desmond Chastanet.

Uh... I'm the Valedictorian of Great Bridge High School.

My GPA is uh...4.99, uh...and I plan to attend the

University of California San Diego in the fall.

My fondest memory is probably at a Cross-Country

Invitational watching Seth Roper cross a lake

on an inflatable killer whale.

The biggest thing is just that nothing can really

stop you if you just try hard enough.

Uh...perseverance is everything when it comes

to achieving your goals.

Hi, my name is Tyler Temme and I'm the

Salutatorian at Great Bridge High School.

My GPA is a 4.89, and I plan to go

to Virginia Tech next year to study engineering.

I'm proud to be a Wildcat because of the sense

of family that Great Bridge High School has.

Everyone gets along and everyone's

supportive of everyone else.

I like to shout out uh...Miss Kathy Cannon,

my Calculus and AP Calculus teacher, for all she's done.

She's encouraged me to go far in math because

that's something I enjoy...it's my favorite subject.

And, she's just helped me a lot along the way.

Hi, my name is Evan Miller.

I'm the Valedictorian of Hickory High School,

Class of 2018.

My GPA is 5.0579, and I'm going to attend

University of Virginia.

I don't think I'd really change anything about

my high school experience.

I mean, the clubs, sports, teachers and students

were all great and I don't think I could

hope for a better high school.

So, yeah... I don't think I'd change a thing.

I'll definitely miss the students and teachers the most.

Ah...the teachers were absolutely great

and the students... I've made some of the

closest friends I've ever had in high school.

So, yeah... I'll...I'll definitely miss them the most.

Hi, I'm Camille Wilson.

I'm the Salutatorian for Hickory High School,

Class of 2018.

And, I'm planning to go to UVA for a major

in environmental studies.

I have a GPA of 5.0164.

I would probably say the janitorial staff

because they have to put up with a lot

cleaning up after high school students

and they don't get a lot of recognition at all.

So, they really do work hard and no one

appreciates it as much as they should.

Because, I'm actually Environmental Club President,

and we... we painted the windows for recycling day,

and we... to promote awareness and they

went above and beyond and cleaned them afterwards

even though we said we were going to.

But, they cleaned them anyways and they're

just really sweet and nice to everyone.

In ten years I definitely want to go into the

environmental conservation path,

either with policy or research.

And, especially ocean conservation, because that's

something I've always been passionate about.

Hello, I'm Sean Benish, the 2018 Valedictorian

of the Indian River High School.

I have a 4.87 GPA and I will be attending the

University of Virginia in the fall.

When I first entered high school, I really

just took classes, got straight grades

and I really didn't do much after that.

However, as I grew older I discovered that teachers

have much more to teach you about.

So, I formed personal relationships and

learned all that they could teach me.

The best part about being a senior is the flexibility,

not only in your schedule, but in your classes.

At least for me, most of my requirements for

graduation were already completed so I could

either pick the electives or the advanced classes

that I really wanted to take.

Hi, my name is Hallie Stewart.

Uh...I am the Salutatorian of Indian River High School.

My GPA is a 4.76, and I will be attending

Goucher College this fall.

Success I define as being willing to work well

with others to help you achieve your goals in

whatever situation that may be .

Yes, uh... from the musical, Dear Ivan Hanson, the quote

is... "Today you are you and that's enough."

And, that's to define being yourself and don't let

others change who you are in any type

of situation you might be in.

Hi, my name is Pinay Jones.

I'm the Valedictorian for the Oscar Smith class of 2018.

Um...my GPA is a 5.1 and I'm going to

the University of Virginia.

Umm... the highlight of my senior year probably was this

past week, which was the senior spirit week.

Um...basically, it was just a really nice time for

all the seniors to kind of come together

and sort of care...share in a common experience...

and have school spirit before we leave.

That's probably a toss-up between um... knowing you're

about to be in an adult and the money that you spend all

throughout senior year... so yeah...

That's probably it.

I'm Guian Cruz.

I am the Salutatorian of the Oscar Smith Class of 2018.

I finished with a GPA of 5.04 and

I will be attending VCU next year.

After graduation I'm looking forward to

moving a little farther from home even

though it's not that far, it's still nice to get away.

Memorable, uh... fast, and pretty stressful.

Well, the stress mostly came from

all the IB components.

Um...Memorable, because... because it's the last time

I'm gonna be in high school and

it seemed to go by pretty quickly.

Hi, I'm Gloria Lin, Valedictorian of

Western Branch High School with the GPA of 5.15.

And, next year I'll be attending MIT.

I think my biggest challenge was probably

a lack of self-confidence and the way I overcame

that is just by working really hard and

kind of worrying less about like failing

or what other people would think of me.

And, in the end like it keeps you humble.

So, it's not that's such a bad thing but,

to have some confidence in yourself.

I think you learned that through hard work.

Don't be pessimistic, believe in yourself, always

try your hardest and learn time management.

Hi, I'm Joseph Havens, Jr.

I am graduating from Western Branch High School

as Salutatorian with a 5 point G...5.0 GPA, and I'll be

attending the University of Virginia.

The one tradition I'll miss the most is ah...

going to spirited football games with all my friends.

It's probably one thing I'll miss at UVA.

The one thing I've learned to prepare me for

the future is definitely to have confidence in myself,

because you know, the first person that's gonna tell you

when you wake up in the morning that you

can do it is yourself.

Episode 1208 | The Line: Santa Fe & Albuquerque Look at Public Campaign Financing Changes - Duration: 13:40.

WELCOME TO THE LINE.

CITY OF SANTA FE IS CONSIDERING A PROPOSED CHANGE

TO IT'S PUBLIC CAMPAIGN FINANCE STRUCTURE WHICH WOULD

LET PUBLICLY FINANCED CANDIDATES FOR CITY OFFICES

RAISE ADDITIONAL MONEY AND HERE IN ALBUQUERQUE A

DIFFERENT MEASURE CALLED DEMOCRACY DOLLARS WAS BROUGHT

THIS WEEK BEFORE THE BERNALILLO COUNTY COMMISSION

FOR THE SECOND TIME IN A MONTH, AND FOR THE SECOND TIME

IT WAS VOTED DOWN.

THE MEASURE WOULD HAVE PUT AN INITIATIVE ON THE NOVEMBER

BALLOT ASKING ALBUQUERQUE VOTERS TO DECIDE ON A VOUCHER

PROGRAM TO GIVE ADDITIONAL MONEY TO PUBLICLY FUNDED

MAYORAL AND CITY COUNCIL CANDIDATES.

TO TALK ABOUT THIS AND OTHER ISSUES, I AM JOINED BY THIS

WEEKS LINE OPINION PANELISTS, ATTORNEY SOPHIE MARTIN,

JEFFREY CANDELARIA, OWNER OF KONNECTION NOW, LLC AND HOST

OF THE JEFFREY CANDELARIA SHOW ON 770 KKOB AM.

>> DANIEL FOLEY IS HERE, FORMER HOUSE MINORITY WHIP AND

WELCOME BACK ADRIAN CARVER EXECUTIVE DIRECTOR OF QUALITY

NEW MEXICO.

SANTA FE'S LAST MAYORAL ELECTION, MOST EXPENSIVE IN

THE CITY'S HISTORY CERTAINLY.

ALLEN WEBER PULLED IT OFF BY GETTING A LOT OF MONEY OUT

THERE FROM 25 STATES.

LOTS OF DOUGH OUT THERE.

I GUESS MY QUESTION IS, WHERE ARE WE NOW WITH THIS IDEA?

IS THIS THE SOLUTION TO YOU, LIMITING FOLKS OR INCREASING

FOLKS FOR 60,000 TO COMPETE AGAINST PEOPLE WHO CAN RAISE

THEIR OWN MONEY.

IS THIS THE ANSWER?

>> WHAT IS HAPPENING ALL ACROSS THE STATE IS EFFORTS TO

INCREASE PARTICIPATION IN ELECTIONS AND TO MAKE SURE

THAT EVERY-DAY PEOPLE ARE ABLE TO HAVE INFLUENCE OVER THE WAY

DECISIONS ARE MADE AT THE MUNICIPAL LEVEL.

AND PUBLIC FINANCING IS ALL ABOUT DOING THAT AND WHETHER

IT IS AT -- THE PROPOSAL THAT IS BEING MADE AT THE SANTA FE

LEVEL OR WHAT IS BEING HAPPENING IN ALBUQUERQUE, YOU

KNOW, THIS IS ALL ABOUT CHANGING THE DONOR CLASS AND

MAKING SURE EVERY-DAY NEW MEXICANS, WORKING PEOPLE,

PEOPLE WHO CAN'T WRITE THOSE 250-DOLLAR CHECKS OR 5,000

CHECKS TO THESE POLITICIANS TO PARTICIPATE IN THAT PART OF

THE POLITICAL PROCESS.

>> INTERESTINGLY HERE IT WOULD NOT DISALLOW PRIVATE MONEY AND

PAC MONEY.

DOES THAT END CIRCLING BACK TO THE SAME PLACE OR IS THIS THE

SOLUTION?

>> I DON'T KNOW.

I WANT TO COME BACK TO YOUR ORIGINAL QUESTION HERE.

FOR ME IT IS ABOUT LEGISLATING EQUILIBRIUM AND I AM TOTALLY

AGAINST THAT.

>> DESCRIBE WHAT YOU MEAN BY THAT.

>> I THINK IN THEORY IT MAKES SENSE, PUBLIC FINANCING,

PEOPLE GETTING MORE ENGAGED, WELCOMING THE AVERAGE CITIZEN

TO PARTICIPATE IN LOCAL ELECTIONS BUT WHEN YOU EXECUTE

THAT EFFORT, BY GIVING FOLKS VOUCHERS, TALKING ABOUT

DEMOCRACY AND DOLLARS, YOU'RE LEGISLATING EQUILIBRIUM.

YOU'RE TRYING TO MAINTAIN AN EQUAL PLAYING FIELD AND THERE

IS A CONTINGENCY OF SOCIALISM THERE.

I PICTURE ALEXANDER HAMILTON --

>> YOU HAVE A PROBLEM WITH THE CAP?

>> JUST THE EXECUTION AS I HAVE SEEN IT LAID OUT.

I AM NOT SURE HOW IF THESE VOUCHERS ARE PROVIDED TO THE

AVERAGE CITIZEN, HOW IS IT GOING TO BE TRACKED?

DISTRIBUTIONAL STEPS.

I COULD BE WRONG BUT I PICTURE ALEXANDER HAMILTON HAVING A

DISCUSSION WITH JAMES MADISON, ONE THE FEDERALIST SAYING WE

WANT MORE GOVERNMENT TO INTERVENE IN OUR LIVES, HE

WOULD SUPPORT PUBLIC FINANCING AND MADISON SAYING ABSOLUTELY

NOT.

I THINK IN THEORY, THERE ARE SOME MERITS BUT IN PRACTICE, I

DO HAVE CONCERNS.

>> YOU MENTIONED YOU REFERENCED IN PASSING THE

ALBUQUERQUE PORTION OF OUR CONSTITUTION.

WE'LL COME BACK IN A QUICK SECOND.

>> DANIEL, MAYORAL CANDIDATES WOULD GET 60,000, CITY COUNCIL

HOPEFULS, 15,000.

AND RAISING AS MUCH AS THEY WANT, THOUGH, FOR PRIVATE

CAMPAIGNS.

AGAIN, IS IT A COMPETITIVE FIELD.

IF YOU HAVE AN ALLEN WEBER ANOTHER PERSON THAT CAN RAISE

A LOT OF PRIVATE MONEY, IS IT ENOUGH TO COMBAT THAT.

>> CLEARLY IT IS NOT.

WHAT IS THE DOLLAR AMOUNT.

WE'LL ALWAYS BE CHASING THIS.

THE NEXT MAYOR RAISES A MILLION ARE WE GOING TO KEEP

RAISING IT.

IT IS INTERESTING THAT THE VERY FOLKS WHO OPPOSE SCHOOL

VOUCHERS AND GIVING KIDS CHOICE TO GET OUT OF BAD

SCHOOLS AND GO TO REAL SCHOOLS ARE NOW FOR VOUCHERS FOR

CANDIDATES RUNNING FOR OFFICE.

AT THE END OF THE DAY, THIS IS PROBABLY ONE OF THE PUREST

PARTS OF OUR DEMOCRACY.

YOU HAVE TO GO OUT, YOU HAVE TO SELL YOUR IDEAS TO PEOPLE,

YOU GOT TO GET PEOPLE TO HELP FINANCE, FUND YOU, VOTE FOR

YOU. AND WE CAN KEEP TRYING TO

MUDDY THE WATERS, GET $5 FROM ALL THESE PEOPLE.

WE HAVE SEEN HOW THAT WORKED, PEOPLE ARE ACCUSED OF

FALSIFYING THE $5, GIVING THEMSELVES THE $5, GETTING BIG

CHUNKS OF MONEY FROM INDIVIDUALS FOR THE $5.

AT THE END DAY, SAYING WE DON'T LIKE THE FACT YOU WERE

ABLE TO RAISE 100,000 AND THAT IS WHY YOU WON -- AND I ALSO

THINK THIS WHOLE CONVERSATION ABOUT, YOU KNOW, AND LIKE YOU

SAID WHEN YOU FIRST STARTED OFF, LETTING PEOPLE GET

INVOLVED IN THE PROCESS.

I TAKE OFFENSE TO THAT.

I SPENT TEN YEARS IN THE LEGISLATURE.

I NEVER LOOKED AT MY DONOR LIST.

PEOPLE WHO GAVE ME MORE MONEY DIDN'T HAVE MORE ACCESS THAN

PEOPLE WHO GAVE ME MONEY.

PEOPLE HAD ACCESS TO ME BASED ON IDEAS AND WE WORKED WITH

PEOPLE REGARDLESS OF WHAT PEOPLE GAVE US.

WE DIDN'T TELL PEOPLE NO.

THERE IS NOBODY IS MISSED ON THE FACT I WAS NOT A FAN OF

LABOR UNIONS AND LABOR UNIONS WERE NOT A FAN OF ME.

I ATTENDED EVERY NEA MEETING IN MY DISTRICT AND LISTENED TO

WHAT THEY HAD TO SAY AND THEY HAD SOME GOOD IDEAS.

AND CHAMPIONED SOME OF THEIR CAUSES AND WORK WITH THEM.

THIS IS LEADING TO THE WHOLE AVERAGE PERSON THINKING EVERY

POLITICIAN IS CORRUPT, EVERYBODY THAT RAISES MONEY IS

A BAD PERSON.

YOU KNOW, AT THE END OF THE DAY, IF YOUR IDEAS AREN'T

WINNING, THE ANSWER ISN'T TO FIGURE OUT HOW TO GET THE

GOVERNMENT TO GIVE YOU MORE MONEY TO ADVANCE YOUR IDEAS.

>> SOPHIE, THE TWO FOR ONE MATCH IS AN INTERESTING

WRINKLE.

TOUCH ON THAT A LITTLE BIT.

>> I WAS ACTUALLY ABOUT TO BRING THAT UP.

THERE ARE TWO ELEMENTS THAT HAVEN'T BEEN DISCUSSED, THAT I

THINK ARE IMPORTANT IN THIS PROPOSAL.

ONE IS THAT WE KNOW THAT GENERALLY SPEAKING IF YOU GIVE

MONEY, YOU WILL VOTE, SO, THOSE SMALL DOLLAR DONATIONS

ARE REALLY IMPORTANT TO CANDIDATES BECAUSE THEY ARE

NOT JUST SAYING, I LIKE YOU, I LIKE YOUR IDEAS.

THEY ARE SAYING, AND I PUT MY MONEY OUT THERE AND I WILL

VOTE.

SO IT GIVES THE CANDIDATES AN OPPORTUNITY TO BRING MORE

PEOPLE INTO THAT EQUATION.

IT SOUNDS LIKE ANYONE CAN VOTE OF COURSE YOU CAN VOTE, BUT

THERE IS SOMETHING MAGICAL IN THE GIVING AND THE COMMITMENT

TO VOTE.

IT IS AN INTERESTING IDEA IN TERMS OF THE VOTE, GET OUT THE

VOTE IDEA.

THE OTHER THING WITH THE MATCH IT ALLOWS FOR A CERTAIN AMOUNT

DISTINCTION AMONG CANDIDATES.

SO IF YOU HAVE A CANDIDATE WHO QUALIFIES FOR THE -- SORRY --

WHO QUALIFIES FOR PUBLIC FUNDING BUT ISN'T REALLY GOING

TO GET ANY FURTHER THAN THAT, AND YOU HAVE A PERSON WHO IS

ON FIRE AND WHO IS GOING TO GET A LOT OF SUPPORT AND WHO

POTENTIALLY COULD HAVE RAISED QUITE A BIT MORE, THE MATCH

ALLOWS THE FUNDING TO BE ADJUSTED IN ORDER TO REFLECT

YOU'RE A LIVE WIRE, YOU HAVE A REAL SHOT HERE, YOU NOT SO

MUCH, AND SO IT ALLOWS MORE MONEY TO COME INTO PUBLIC

FUNDING WITHOUT PUTTING IT IN PLACES WHERE PEOPLE MAYBE ARE

NOT GOING TO MAKE IT. AND I KNOW THAT IS HARSH, BUT

IT IS THE DONOR -- IT IS THE VOTER HO DECIDES THIS PERSON

IS SOMEBODY THAT I FEEL LIKE I CAN GET BEHIND.

>> I HAVE ONE MORE SANTA FE POINT AND WE'LL SWING TO

DEMOCRACY DOLLARS IN ALBUQUERQUE.

INTERESTINGLY YOU THINK ABOUT THE 2014 RACE THAT GONZALES

WON.

ALL THOSE PEOPLE THAT RAN FOR THAT SEAT TOOK PUBLIC FINANCE

MONEY BUT THE PAC MONEY THAT CAME FROM MR.

GONZALES WAS ENORMOUS AND WE HAVE A QUOTE

FROM A CO-SPONSOR OF THE BILL WHO SAYS THAT CHANGES IN

PUBLIC FINANCE WOULD CONTROL THE FLOW OF WHO IS GETTING IN,

IT IS ONE WAY TO DISSUADE PACS FROM FORMING, IS THAT NAIVE?

>> INSANE.

>> I DON'T THINK THAT IS CORRECT.

WITH ALL DUE RESPECT, I DON'T THINK THAT IS CORRECT.

>> IT CREATES MORE DARK PACS.

YOU'RE PUTTING THEM DOWN THE ROAD, WHICH WE SEE NOW, THE

PARTIES HAVE BECOME COMPLETELY USELESS IN ELECTIONS NOW, BOTH

SIDES, BUT WHAT IS, THIRD PARTY EXPENDITURE, NOW THEY

ARE OFF THE CHARTS.

NOW YOU DON'T KNOW WHO IS SUPPORTING WHO.

YOU SEE A CAMPAIGN COMMERCIAL AND IT IS CITIZENS FOR CLEAN

GOVERNMENT.

YOU GET TO WATCHING THE AD, ARE THEY FOR DRILLING OIL AND

GAS, NOT FOR DRILLING OIL AND GAS?

I AM CONFUSED.

>> I CAN'T IMAGINE A WORLD WHERE THE FOUNDING FATHERS

THAT YOU MENTIONED WOULD SUPPORT SOMETHING LIKE

CITIZENS UNITED.

SO WE HAVE TO STAND UP AGAINST THESE DEEP POCKETED DONOR WHO

COME IN AND FIGHT AGAINST THE INTERESTS.

>> I AM TROUBLED BY THAT, THE EVERY-DAY PEOPLE.

I FEEL IT IS FREE ENTERPRISE AND I TEND TO SIDE ON THAT

FREE ENTERPRISE SIDE OF THIS AND IF A PERSON DOESN'T HAVE A

MESSAGE WORTHY ENOUGH OF GARNERING ENOUGH FUNDING, LET

THE MARKET DETERMINE THAT, BUT I DO, ON THE OTHER HAND, THIS

ISN'T AN ABSOLUTE ISSUE FOR ME.

I DO, IN THEORY, RESPECT THE MERITS OF PUBLIC FINANCE,

ENGAGING YOUR CONSTITUENTS BECAUSE IF I WANT 25 BUCKS

FROM YOU, I HAVE TO ENGAGE WITH YOU, I HAVE TO HAVE

CONVERSATION.

>> WHAT PREVENTS YOU FROM GETTING 25 BUCKS FROM PEOPLE

TODAY.

I RAISED A BUNCH OF MONEY WITH 5 AND 10-DOLLAR DONORS.

>> SOME OF THE THEORETICAL POINTS THAT THAT SIDE MAKES,

PUBLIC FINANCING, MAKES SENSE, PRECLUDING OUT-OF-STATE MONEY,

ALL OF THAT, BUT ON THE OTHER HAND, IF I AM A CANDIDATE AND

I GET MONEY FROM SOMEONE IN NEW YORK CITY BECAUSE THEY

BELIEVE IN A POLICY THAT COULD AFFECT THEM BASED ON BUSINESS,

WHY NOT.

>> DEMOCRACY DOLLARS, WHAT HAPPENED IN YOUR VIEW THAT

THIS WENT DOWN FOR A SECOND TIME?

SEEMS LIKE A REASONABLE APPROACH.

SEATTLE DOES IT.

WHAT HAPPENED HERE?

>> I THINK THERE IS NO SECRET THERE IS BAD ACTORS ON THE

COUNTY COMMISSION.

28,000 PEOPLE SIGNED THIS PETITION IN SUPPORT OF THE

INITIATIVE.

IT IS A CLASSIC EXAMPLE AGAIN OF WELL CONNECTED PEOPLE WITH

DEEP POCKETS STANDING IN THE WAY OF CIVIC REFORM.

THESE ARE PEOPLE WHO SIGNED A PETITION ASKING FOR SOMETHING

TO CHANGE.

I THINK THE INITIATIVE IS ALL ABOUT CHANGING TURNOUT, MAKING

SURE THAT THE ABYSMAL TURNOUT, 30% IN THE PAST MAYORAL

ELECTION.

>> IF THAT.

>> TURNOUT DOESN'T REFLECT RACIAL AND INCOME DIVERSITY OF

THE CITY IN ALBUQUERQUE, 68% WHITE, ABOUT 68% OVER 50.

SO, AGAIN, THIS IS ABOUT MAKING SURE THAT WORKING

PEOPLE, EVERY-DAY PEOPLE HAVE A CHANCE TO PARTICIPATE.

>> ADRIAN MENTIONED 20,000 CONFIRMED THAT MEETS THE

THRESHOLD.

IT WILL BE ON THE BALLOT SINCE THE COMMISSION HAS KICKED IT

BACK.

I AM INTERESTED IN YOUR OPINION ABOUT THIS BECAUSE YOU

KNOW, AGAIN, IT SEEMS INTERESTING TO JUST GIVE

EVERYONE ELIGIBLE TO VOTE A 25-DOLLAR VOUCHER TO DO WITH

AS THEY WOULD.

FUNDAMENTALLY.

BUT WE HAD A PROBLEM WITH THE IDEA OF LOG ROLLING.

TALK ABOUT THAT IF YOU WILL.

>> THAT WAS A PROBLEMATIC ISSUE.

>> LOG ROLLING IS PERIODICALLY BROUGHT UP AS A CONCERN ABOUT

A PIECE OF REGULATION OR LAW, SO THE CONCERN IS THAT THE

SPONSORS HAVE PUT TOGETHER POPULAR AND UNPOPULAR,

POTENTIALLY POPULAR AND UNPOPULAR TRADITIONS TOGETHER

AND THAT THE HOPE IS THAT THE POPULAR PROVISIONS WILL PULL

THE UNPOPULAR ONES ALONG.

THE QUESTION IS HOW DISTINCT ARE THESE.

WE HAD AN EARLIER LOG ROLLING COMPLAINT FROM ATTORNEY PAT

DIVAS ON AN EARLIER ISSUE BEFORE THE COMMISSIONERS OR

CITY BUT THE JUDGE SAID THAT IS NOT WHAT WE ARE LOOKING AT

HERE.

IT SEEMS LIKE A POPULAR WAY FOR OPPONENTS TO BASICALLY

SAY, WELL, IT IS NOT GOING TO GET THROUGH ANYWAY.

I AM CONCERNED ABOUT COUNTY COMMISSIONERS SAYING, WE DON'T

WANT TO ENACT ANYTHING THAT WE THINK IS SUBJECT TO A LEGAL

CHALLENGE, BECAUSE, LOOK, EVERYTHING IS SUSPECT TO LEGAL

CHALLENGE.

>> PICK UP ON THAT IF YOU WOULD.

PAT HAS DONE THIS BEFORE, AS SOPHIE MENTIONED, HE DID IT

AGAIN, IDEA OF LOG ROLLING, AND IT GAVE THE COMMISSION A

LITTLE WIGGLE ROOM TO GET OUT OF THIS, IT SEEMED TO ME.

DO YOU AGREE?

>> I THINK THE PROBLEM IS BACK TO KIND OF OUR BEGINNING

CONVERSATION.

PEOPLE ARE AFRAID TO TELL YOU HOW THEY REALLY FEEL ABOUT

THINGS BECAUSE THERE IS ALL THIS BACKLASH.

20,000 PEOPLE IN BERNALILLO COUNTY, IT SOUNDS GREAT.

YOU GOT ALMOST A MILLION PEOPLE IN BERNALILLO COUNTY,

YOU KNOW, THEY MAKE IT SOUND LIKE, OH, THERE IS ONLY 50,000

PEOPLE LIVING IN THE COUNTY.

THERE IS ALMOST A MILLION PEOPLE IN BERNALILLO COUNTY.

SO, I MEAN, AT THE END OF THE DAY, WE HAVE GOT A CRIME

PROBLEM THAT IS OUT OF CONTROL, WE HAVE GOT

BEHAVIORAL HEALTH PROBLEMS THROUGHOUT THE STATE.

WE TALK ABOUT ONE IN TAOS, BUT WE HAVE A HOMELESS PROBLEM IN

ALBUQUERQUE.

WE HAVE A SCHOOL PROBLEM IN ALBUQUERQUE.

AND SOMEHOW PEOPLE BELIEVE THE ANSWER IS TO NOW COME UP WITH

A $25 VOUCHER AND GIVE EVERY PERSON THAT IS ELIGIBLE TO

VOTE, THIS $25 VOUCHER SO WE CAN ALL SIT AROUND AND AT THE

END COUNT THE VOUCHERS AND SEE WHO GOT THE MOST VOUCHERS AND

WHO HAS MONEY.

IT IS CRAZY.

YOU HAVE THE OPPORTUNITY TO GET YOUR IDEAS OUT THERE.

NOBODY IS STOPPING YOU IN A CITY RACE OR COUNTY COMMISSION

RACE AND, YOU KNOW, WE HAVE PEOPLE, THE CITY COUNCIL AND

COUNTY COMMISSION HAVE A GOOD GROUP OF FOLKS THAT MAKE UP

DIFFERENT ETHNICITIES WITHIN THE COMMUNITY.

THESE ARE ALL JUST RED HERRINGS.

IT IS PEOPLE WHO HAVE AN AGENDA THAT WANT TO SAY THEY

ARE DO-GOODERS AND FORCING THEIR AGENDA DOWN YOUR THROAT.

>> WE'LL LOOK AT HOW THE LOSS OF A TRI-COUNTY SERVICES

ORGANIZATION WILL AFFECT BEHAVIORAL HEALTHCARE IN THE

TAOS AREA.
