Toronto's Most Famous Public Art? | ARTiculations - Duration: 5:11.
As a child, I remember looking out the car window as my parents drove along
the Don Valley Parkway here in Toronto.
Suddenly, through the corner of my eye a splash of rainbow would appear on the side of a tunnel.
I've always loved how bright, colourful and unexpected it is.
This rainbow, known by locals as the "Rainbow Tunnel" has been a well-known and beloved
part of the Toronto landscape for more than four decades.
However, for many years, city authorities tried to have it permanently removed, only
to have it come back over and over again.
The tunnel was originally painted in 1972 by a Norwegian teenager called B.C. Johnson,
who was then a guerrilla mural-artist known as "The Caretaker of Dreams."
He painted it in honour of a friend of his who had died the year before.
He also said that he wanted to put smiles on people's faces, in a city where no one
really looked up or smiled very much.
So he tied some rope to the railway tracks above
and swung himself down to the side to paint.
Johnson assumed the train tracks were abandoned - except that they weren't.
So when a train whizzed by, it sliced the rope
smashing him to the ground and breaking his leg.
Thankfully, a group of students from the nearby Don Mills Middle School came by to help him
finish the painting.
However, shortly after it was painted, the city's parks department removed it
by painting it over with grey.
But Johnson was not ready to give up.
He would come back to re-paint the rainbow, this time with a ladder.
But of course, the city authorities would paint it over again.
Then Johnson would come back and repaint the rainbow again, and the city would remove it
again and again.
This back and forth went on for more than 40 times over the next few decades,
during which Johnson would be arrested 4 times.
In later years, hundreds of Toronto residents themselves would take up the cause of maintaining
and repainting the rainbow tunnel.
The tunnel straddles the valley's walking trails and is thus often also enjoyed by hikers,
cyclists, dog walkers, and many others.
And although the artist may not have originally intended the association - the 1970s and 1980s
were crucial decades of LGBT activism in Toronto and thus for many, the rainbow may have also
been a symbol of hope.
However, by the 2000s, the artwork had deteriorated significantly and was at risk of being permanently
weathered away, or removed by the city again.
But this time, something different happened.
In 2012, A local community organization called Mural Routes, a not-for-profit group that
develops and maintains public art, decided to fully restore the rainbow.
And for the first time ever in 40 years, they actually received approval and funding from
the City of Toronto Parks, Forestry and Recreation Department.
The work was conducted by Artists Rob Matejka and Anthony DeLacruz, along with the help
of numerous volunteers.
Another rainbow was also added to the opposing side of the tunnel.
And youths from the local neighbourhood organization also revamped the inner side of the tunnel
with a beautiful coat of colourful local scenery.
BC Johnson is now a professional mural artist
who continues to brighten up Toronto's public spaces.
Of course, he's now commissioned by the property owners and no longer gets arrested
for doing so.
Mural routes continues to maintain the rainbow tunnel to this day.
The City of Toronto also has an official Street Art program where they support local not-for-profits
like Mural Routes, commission artists to uplift certain public areas in the city, as well as
help private property owners to commission artists themselves to beautify their property.
These types of programs not only help local artists in finding work, but also aid in community
development, creating programs for at-risk youth, revitalize neighbourhoods, and of course
provide beautiful, colourful art that's free for all city residents to enjoy.
On a related note, this 1999 painting by artist Peter Doig, which is essentially the image
from my childhood memory, was sold in 2014 for around $15.5 million.
Doig is a Scottish artist who moved to Canada as a child and lived here until he was 19.
To non-Torontonians, you might just think - ok it's just a painting of
a road and a rainbow.
And yeah, it is.
And in real life, it's just a road and a rainbow painted on the side of a railway overpass.
But for Doig, and millions of other Torontonians, it means so much more.
It means brightening up your daily commute, maybe even just for a tiny, little bit.
It represents putting a smile on your face on a cold grey winter's day.
And I think, it also symbolizes the resilience and dedication of the strong and supportive
communities that make up this great city.

I'd now like to open up the meeting to questions and comments
I would just remind you the are to keep your questions to the agenda if at all
possible perhaps you could introduce yourself first hello hi I'm Katherine
I'm on the NHS improvement Whistleblower scheme at the moment so I'm here so I'm
really it was really quite interesting to hear you talk start the meeting about
shadowing opportunities so my question from the board papers is just looking at
new action log from today and just looking at oral item paragraph 8.1
I didn't ask that previously but it was just about a member of the public who
asked a question about how to help whistleblowers get into work so my
question is to the board is why won't because I'm on the NHS whistleblower
scheme and I've asked NHS improvement for some shadowing work experience and
I've been told that I can't have any because basically you're going through
an a restructure with NHS England and and basically and also it would be
too sensitive as well for me to have some shadowing work experience in the
organisation so I'm just here really and listening to you know talking about
speaking of talking about bullying and things that are going on in how to
engage staff in the NHS and I am just an example of it and I'm just saying if you
can't help me in this position all I've asked for is some shadowing and some
work experience with with yourselves and I've been declined and I'm sitting here
and Id rather be at work but because basically I've whistle blown on
something and I've gone through the scheme this was in July I've been on the
schemes waiting for a work placement since June so it's just frustrating to
see this as an action completed when I'm sitting here every day and it's so nice
to actually I've come here today and listened to you can actually see people
all sitting here wanting to improve things so that I that is quite inspiring
for me but it's quite upsetting when I spoken up in the NHS
and I'm here for other people that have spoke up as well it perhaps in your 20%
on your ambulance service who and you know, I'm the example if you
don't help people like me you're not going to help the other people in the
system so to actually so my question to the board is are you are you aware that
people on the NHS improvement scheme are not being offered opportunities within
NHS improvement as per oral item paragraph 8.1 on you the board agenda so
sorry sorry - so this is such a heated topic but I feel quite passionate to
come and say it's totally appropriate and thank you for raising it I suggest
maybe asking Ruth to speak generically about the whistleblower scheme what
I am cautious about doing in a big forum like this is talking about your specific
circumstances I think we should take that out of the meeting if that's that's
okay rather than try and respond without the detail and with the cameras rolling
which feels wrong so Ruth do you want to comment about the
scheme in general how we are trying to help each of the people on the scheme
get some work shadowing and move back into into the system and employment yeah
absolutely so we've got Wendy you've probably been in contact with and
colleagues have been trying to support people back into placements we've been
quite successful now with a couple of those happening I have met one of them
one of those people on this scheme to try and support them as well and we had
a very personal conversation them were very happy after this is that you and I
can have a conversation perhaps we can move that on
My pleasure and just hearing about trust in special measures and
you're talking about the root cause analysis of what's gone
wrong I just wondered what is the board what does the board do to a sort of
monitor and address those trusts that maybe they've got a bullying or
harassment or you know like issues that you've talked about but you know in the
ambulance just so what sort of monitoring and measures does the
trust board put in place with regard to that Kathy would you talk to the
quality safety review that you've been doing recently
so in terms of you just have to go a particularly challenged I think you're
referring to where sometimes yes I agree it is one of those indicators quite
often so obviously there are various things we put in place that is oversight
and that will be part of that and then of course there are publicly visible
lists, like the staff survey and so on so that is is monitored but we
would expect actually the trust board itself to take that on and to be
reporting themselves about how they're addressing that through their own board
arrangements and governance arrangements but certainly it would be part of the
things that we keep a oversight on and expect to see progress and indeed we
offer support with that we often offer them resources so they can bring in
expertise to get alongside and help or provide them with a buddy trust who has
done some things well for example so Andrew is very
familiar with that because it did that indeed it that Frimley with another
organisation so that's that's the sort of thing that we we try and do but it
can take it very very seriously I would say it is a really key indicator of the
culture and the leadership as we talked earlier and it says it's one of the main
recommendations from Bill Kirkups review of what happened in liverpool community
and we've been looking, you and Ruth have just completed a quality review where
we've been looking at a number of these softer people indicator
as there's no doubt that as a system ourselves and the other on slit bodies
have not been good at catching the early warning signs before dreadful things happen
so we take it very seriously I don't think we any of us think we get it 100% right
either and that we have to improve ourselves can I suggest on your personal
circumstances that I'm very kind with that to have a chat but we should also
make sure that we feed in and ask the regional team in the Regional Director
to take responsibility of making sure that we are delivering on our
commitments as part of doing the the whistle blower scheme
anything else any other business in which case I will call the meeting

Sport to me is interesting and without sport
I'm not sure what else I'd do.
Every week we have 50 minute sessions of PE
where we just do sports like European handball,
soccer, basketball
and then sometimes it's just fun games.
We also have in year six, you play inter-school sport
where you play against other schools in our district.
Competing against other schools can be quite nerve-wracking
but overall it's an awesome experience that I wouldn't want to miss.
I like how the teachers here support us in everything we do
and we make mistakes along the way
but we always end up doing our best and getting there in the end.
Doing sport makes me feel pumped and ready to start learning something new.
It doesn't necessarily have to be sport
but it makes me feel relaxed and like I can do anything in the world.
