The early public education model served Texas well, and successfully fulfilled the vision

of a different age by delivering a general education to the masses.

That vision and model aren't broken, but the Texas Economy is changing.

Access to information is expanding; the make-up of our citizenry is shifting; and, today,

Texans have higher expectations of our schools.

Now, a fresh vision for public education is rising, and Raise Your Hand Texas is leading

the charge on multiple fronts.

It's a vision of student-centered learning, a vision of engaged families and communities,

of prepared and empowered teachers in every classroom, and strong school leaders at the

helm of every school.

A vision of advocacy to ensure all kids have a fair shot at success.

"Blended Learning isn't just another district initiative; it is a fundamental redesign of

the instructional model in the classroom."

"If you're not creating relationships with the families in your community, then you're

not going to be successful."

"What Havard has done for us is give us a fresh way of knowledge to reframe our thinking,

and really, really put all this passion, all this energy, all this knowledge to really

come together to make a difference in our community."

"I feel like a lot of people forget that they are where they are at due to the long line

of educators, that at some point, made a difference in their life."

The desire for a strong public education system dates back to the founding of our state and

stood as a core value in the Texas Declaration of Independence.

That value remains as critical to our future as ever.

To achieve the results Texans expect, we must invest in all students, support educator efforts

to innovate for all students, and give our schools what they need to improve for all

students.

Strengthening and improving public education takes all of us, so join Raise Your Hand Texas

in reinventing public education for the future.

Because the future of Texas is in our public schools.

Public Banking Made Easy - Public Banking Institute - Duration: 2:11.

In this city in Anywhere, USA

the residents have decided they want a park.

The city council agrees – the park is a great idea.

But how will they pay for it?

The city needs to borrow money.

But borrowing money means the city has to pay

a lot MORE money in interest and fees

that could DOUBLE the cost of the park.

And that money leaves the city. It goes to Wall Street investors,

who don't really care about the park, or the city, at all.

This is a bad deal for the city and its residents.

There's a MUCH better option.

An option that's been proven around the world...

A PUBLIC Bank.

A public bank is a bank owned by the residents of a city,

state, region, or territory.

Private Wall Street banks just want to make profits for their shareholders,

but public banks have a mission to serve the public good.

They have to reflect the values and needs of the community,

and that makes all the difference.

Politicians don't run a public bank.

Their job is just to set it up by listening to what the people need and want.

Public banks are run by skilled, local bankers who know their neighbors.

Residents are on the supervising board to keep tabs on what the bank's doing.

Public Banks can save communities lots of money.

First, they cut out expensive Wall Street fees,

which can be hundreds of millions of dollars a year in a big city.

Second, they can lower interest rates on the city's loans,

which means there's more money to spend on other projects.

Third, their profits go back to the city, and not to Wall Street,

so a public bank can MAKE money for the city.

All this means the people of the city

have a LOT more money to fund all the things they need,

such as bridges,

good roads,

good schools,

renewable energy,

affordable housing,

lower taxes,

AND the park the people wanted.

They now control their own money and they can build their own future.

Join the movement!

Subtitle by [Handsome Bee/ Pein Akatsuki] Landegre-

This year, the commitee unfortunately has to

exclude one of the player from top 15 (WeanDaisuki-)

due to his restriction some time after the voting officialy ended.

After taking some consideration and agreement, we decided

to put in WeanDaisuki- as a Honorable Mention.

Based on the voting results, WeanDaisuki- should be

ranked 8th with total score of 296 points

the distance

between pairs

is the key

Went on hiatus in a long period of time,

Landegre- still managed to get 5th position in 2018

Landegre- is one of a wildcard player in Indonesia

proven by his ability to play different kind of mod combination

Landegre- is also one of the player that has proved that

he is one of the most consistent player in tournaments

both group and solo tournaments

Landegre- is fit to be crowned as the top 5 gatekeeper in osu! Standard Indonesia

Reyuza's peak performance occured in 2017,

where he took 1st place in 7th iteration of osu! Indonesia Tournament

Not only that, in the same year is hidden doubletime play on get jinxed

which was the top performance in Indonesia

shook not only Indonesian players, but also players worldwide

In 2018, Reyuza didnt play as much as he did in 2017

due to him focusing on college entrance exam

so he has to be satisfied to go down

from the 1st place in last year's voting into 4th place

However, it is can't be denied that he is still a top tier player

in hardrock and doubletime in Indonesia

both in farming and tournament scheme

Hello guys, "Ulat Bulu" here

This year, LoidKun managed to get the 3rd place with total of 732 points

His ability skyrocketed from last year

His tournament achievements made us think that this young player from Bekasi

is believed to have bigger potential

One of his achievements was his match against smh in finals

upper bracket on osu! Indonesia Tournament 2018 that of course

was won by LoidKun with a score of 7-6

This achievement made him the only Indonesian player

that could beat smh in competitive scheme

Taking the 2nd place we have Skydiver

This year, we saw huge improvement from past years

In only a year

this young man got 2600 raw pp

placing him in 56th globally and 2nd locally in the end of 2018

Although was unlucky during this year osu Indonesia Tournament

his consistency in tournaments, especially in the end of the year has to be proud of

Especially in the World Cup

where he FC-ed 13 of 14 maps that he played

and I am sure with his dedication and hardwork

He can prove that he will take the number one throne in Indonesia

Since last year smh only finished as the runner-up

this year smh managed to take over Reyuza's place

in the top rank of Indonesian osu! standard player

smh is known as a player that specializes in tournaments.

which he excels in a lot of elements such as techical maps,

to low AR hidden maps

smh is also one of the local player that has many achievements

in tournament scheme

Both in solo tournament as the winner of osu! Indonesia Tournament 2018,

in group tournaments as one of Floating Up member,

or even worldwide scope

as the captain of Indonesian OWC 2018 team. Congratulations to smh!

Big thanks to everyone contributed in the making process of this video!

Special thanks to all the staff and voters that spared their time to make this year's voting of Top 15 Indonesian osu!standard Player sucessful!

Korea's first declaration of independence made public for the first time in a century - Duration: 1:53.

A draft of Korea's first declaration of independence was made public for the first time.

The hand-written document served as the basis for the country's later declarations of

self-determination in 1919.

Kim Da-mi has more from a special event held to mark the centennial anniversary of the

February 1st Declaration.

A ceremony marking the centennial of the declaration of Korean independence was held at Seoul City

Hall on Friday.

Hosted by Cho So-ang Memorial Association and Samgyun Association,... the event honored

39 independence activists as well as the February 1st Declaration,... the first document of

its kind asserting the nation's right to self-determination.

Read out by Cho In-rae,... a descendant of Cho So-ang, an independence activist who wrote

the draft,... the statement rejected Japan's colonial rule of Korea and urged independence

activists to fight against the Japanese Empire.

Shown to the public for the first time on Friday, the declaration was completed in China

on February 1st of 1919,... exactly one hundred years ago.

It was then signed by Korean independence activists dispersed throughout the world...

including those in Russia and Manchuria.

The hand-written declaration originally consisted of five pages, but two of them are currently

unaccounted for.

The two missing pages reportedly included... a declaration of Japan as the enemy and the

assertion of Korea's independence from Japanese rule.

Though the draft is not as well known as the February 8th and the March 1st declarations,

the February 1st Declaration laid an important foundation for the two documents that later

followed,... pioneering Korea's independence movement.

Seth Meyers Majorly Wiped Out on an Electric Scooter in Public - Duration: 3:46.

-You have to tell me this story,

'cause I want to hear what happened.

Did you get into a scooter accident?

-I did. I got in a scooter accident as a grown man.

[ Laughter ]

-What happened? Where were you? What was it?

-I was in Indianapolis with a bunch of my college friends.

Northwestern, where we went to college, was playing

in the Big Ten championship game,

and they have these rental scooters.

They're like -- you get an app,

and then you just wave it and the scooter unlocks,

and then you can just zip around town.

-Wow.

-And it was a lot of fun in the beginning.

-Yes.

-It was like -- it was like one of those Greek myths.

It always starts a lot of fun.

And it was so much fun that I filmed myself.

Sent a video to my wife of me saying --

I'd had a couple drinks.

Me saying, "I'm young and cool."

[ Laughter ]

-How embarrassing.

-And then not while I was making the video,

but like 10 minutes later, I took a really bad fall

on the scooter.

I tried to go over the curb and it didn't make it.

[ Laughter ] -Yeah, it can't --

-And I hit the ground so hard, and it was --

because it was this football weekend,

there were 1,000 people in the streets.

And it was the sound --

there was a whoosh of 100 heads turning at once.

It was like, "Whoosh!" -Oh, my God.

-And I thought it was real bad,

and -- but I was also real embarrassed because, you know,

I'm a little famous. -Yeah.

-So... [ Laughter ]

-Falling off a scooter. -So, I jumped back on

the scooter and I zipped down a side street.

-Like you did something wrong.

-When I was -- I once -- I grew up in New Hampshire,

and we were once driving, and we hit -- our car hit --

this happens in New Hampshire a lot -- a moose.

-Yeah. -And when we hit the moose,

it, like, hobbled off into the woods.

It didn't just stay there. -Yeah.

-That's what I did. When I fell, I was like,

"I got to get to the woods." [ Laughter ]

-You were like the moose. -I was the moose.

I was like, "I don't want people to see me."

[ Laughter ]

"I got to go where I'm comfortable, like the woods."

So I got over there, and my friend -- my brother was there,

and a couple of my friends, and they all ran over,

and they were genuinely concerned.

But also one of my friends, my friend Jake was crying,

he was laughing so hard.

So, he was laughing tears, and he was like,

"You all right, buddy?" I'm like, "Get away from me."

-Yeah. For a second,

did you think he was crying because he was worried?

-Uh, no. -Yeah, you knew it.

-I've seen his laughing face at my discomfort before.

-I know you're a New Hampshire native.

-Yeah.

-What part of New Hampshire are you from?

-I'm from a small town called Bedford in New Hampshire.

-Bedford, New Hampshire, yeah. -Yeah.

-Yeah, there you go.

We allow one person from Bedford to come to every show.

-Yeah, thank you. -Yeah. That's for you, buddy.

-Yeah. -'Cause I was reading,

you sent a nice tweet out last week.

-Yeah. -Just giving your appreciation

for fellow New Hampshire comedians.

-Well, it's crazy. So, I went to high school

in a town called Manchester, a city,

and that's where Adam Sandler is from.

-Yeah.

-And then Bedford is where Sarah Silverman is from.

So, two incredible comedians who came from, you know,

my neck of the woods.

And have you seen Sandler's new Netflix special?

Have you seen it? -Fantastic.

-It's so great. -"100% Fresh."

-"100% Fresh." -It's great.

-And it's been just so many -- and I just realized watching it,

I had such an emotional reaction to Adam.

And then the fact that these people

had grown up in my hometown.

And in both cases, when I first met Sarah,

and when I first met Adam, they had heard --

I was on "SNL" at the time, and they had heard

I was from New Hampshire and from the same hometown.

And they were both so kind to me.

And it was funny, we were watching the Sandler special.

My mom was for many years a middle school teacher

in New Hampshire, and she said,

"I don't know if everyone in our part of New Hampshire

"talks like Adam Sandler, or once he got famous,

they just started to." [ Laughter ]

-Now everyone talks like Adam Sandler?

-Yeah, or they did before, and that --

But I had, like, eight friends from high school,

who when they see me are like, "Oh, here we go!" Like --

[ Laughter ]

So I'm like, is that unique to us,

or did he get famous and everyone was like,

"Oh, I want to talk like that"? -Yeah.

DJ Envy & Killer Mike Go At It Over The Public vs. Private School Debate & Fans Take Sides - News T - Duration: 3:11.

Who knew DJ Envy & Killer Mike has such strong opinions on the education system?! See 'The Breakfast Club' host get into a heated debate with Mike on the age old question: Public or private school?

The Breakfast Club host Dj Envy, 41, and rapper Killer Mike, 43, are no strangers to heated debates, but they really got into it on Jan. 31, when the touchy subject of raising their children was brought up during the morning radio show. Mike INSISTED that his kids thrive in a public school system, while DJ Envy swears that kids who attend private school are automatically handed better opportunities. The argument turned bitter when the two stars couldn't see eye to eye, but some listeners, thought that they were both right! "Neither DJ Envy nor Killer Mike was wrong, they both had valid points, just two different perspectives on the public/private education system because they come from different walks of life. But they were actually agreeing with each other the entire interview," one fan wrote about the segment. "Always felt like kids should go to Public school! it gives a more realistic view on life! come on mike!" another fan wrote.

Mike kicked off what ultimately became an argument with his point of view. "I don't have no problems with you loving your children, but my children go to public school, because I pay taxes for public school, and they're made for black people. Either you're going to choose to be excellent and you're going to do better, or you're going to sit your chump ass down and keep being the same," he said, on the morning show.

Dj Envy had some strong feelings of his own, but they didn't quite align with those of his guest. "My kids go to private school, right?" he started. "My son has his own business, has his own thing, things that he learned that I didn't learn before. You know why? because those opportunities were given to him," he went on to say. Watch the two go at it in a heated debate below!

THIS BILL

OVER FOR POSSIBLE INCLUSION IN THE

OMNIBUS BILL. >> [GAVEL] >> CHAI

R MARIANI: WITH THAT REPRESENTATIVE MOLLER WE ALSO HAVE YOUR BILL HOUSE

FILE 418 AND I THINK I'M GOING TO GET

THIS CORRECT.. THAT

YOUR MOTION IS THAT THIS BILL BE REFERRED TO THE WAYS AND MEANS

COMMITTEE WITH A RECOMMENDATION THAT IT

BE REFERRED TO THE COMMITTEE ON

GOVERNMENT OPERATIONS.

DID I GET THE RED? >>

REPRESENTATIVE MOLLER: YES. THAT

SOUNDS CORRECT >>

CHAIR MARIANI: REPRESENTATIVE JAMAAL ARE SO

MOOSE. REPRESENTATIVE ALLEN

HOUSE FILE 418 IS THE FIRST GOOD REPRESENTATIVE JIM MUELLER YOU HAVE A DELETE ALL AMENDMENT

THE D

DE --TWO AMENDMENT. IS HE YOUR INTENT TO MOVE THAT AMENDMENT AT THIS TIME? >> REPRESENTATIVE MOLLER: IT

IS NOT AT THIS POINT MR. CHAIR BUT WE WILL NOT BE MOVING THE DELETE DE --TWO AMENDMENT

>> CHAIR MARIANI:

VERY WELL. HOUSE FILE 418 IS THE WORST REPRESENTATIVE JIM MUELLER >> REPRESENTATIVE MOLLER: THANK YOU; MR. CHAIR MEMBERS

AS FILE 418 IS REALLY JUST BEGINNING OF THE CONVERSATION HERE AND ONE OF THE

THINGS THAT I THINK IT'S REALLY IMPORTANT

AS WERE MOVING FORWARD AND HOW

WE CAN ADDRESS SEXUAL ASSAULT ISSUES IN THE STATE IS TO LOOK AT OUR CRIMINAL SEXUAL CONDUCT

STATUTE. THE PURPOSE OF THIS BILL IS GREAT A

WORKING GROUP TO REALLY EXAMINE OUR CRIMINAL

SEXUAL CONDUCT STATUES ARE WORKING OR NOT WORKING AND LOOK AT REWRITING ALL OF

THOSE STATUTES.

TO TALK A LITTLE BIT ABOUT WHY THIS

IS NECESSARY; OVER THE YEARS; THE STATUTE HAS

BEEN AMENDED TIME AND

TIME AGAIN

THAT EVEN THE LAST COUPLE OF HEARINGS WE HAVE HEARD ABOUT SOME OF THE SITUATIONS THAT ARE NOT COVERED BY STATUTE WHICH WE THINK SHOULD BE COVERED. WHETHER

THE EXCLUSIONS LIKE

MARITAL RAPE; [INAUDIBLE] A TEACHER HAVING SEX WITH

18-YEAR-OLD STUDENTS

REPRESENTATIVE MILLER YOU MADE A POINT AT THE HEARING THE OTHER DAY BUT YOU HATED

THE LOOPHOLES IN THESE CASES AND IT SEEMS LIKE WE ARE JUST COSTLY FIXING THESE LOOPHOLES

AND WHAT HAPPENS IS AS

A RESULT THE STATUTES HAVE BECOME

VERY UNWIELDY. WITH SEXUAL CONTACT

THERE'S THREE SEPARATE DEFINITIONS OF SEXUAL CONTACT DEPENDING ON WHAT

CHARGING PROVISIONS

ARE USING. IT'S GOTTEN VERY COMPLICATED.

WHEN WE ARE JUST COMING BACK AND

TRYING TOCLOSE

THESE LOOPHOLES IT SEEMS THAT

WE ARE DENYING VICTIMS JUSTICE AND WE NOT HOLDING OFFENDERS ACCOUNTABLE.

HERE'S ANOTHER LOOPHOLE I

WANTED TO EXPLAIN TO YOU. SO THE MINNESOTA SUPREME COURT

AND SO THIS SUMMER OF 2018 ISSUED

A DECISION

IN THE ORTEGA RODRIGUEZ CASE AND IN

THAT CASE REVERSED A FIRST-DEGREE CRIMINAL SEXUAL CONDUCT

CONVICTION INVOLVING THE ABUSE OF A 10-YEAR-OLD

OVER THE COURSE OF SEVERAL MONTHS

IN THE COURT HELD THAT THE

STATUTE REQUIRED THAT PENETRATION

OF HER AND THAT THE GENITAL CONTACT TO GENITAL CONTACT IS NOT ENOUGH. THERE ACTUALLY HAD TO BE PENETRATION.

SO THAT HIGHLIGHTS YET ANOTHER LOOPHOLE IN OUR LAW AND WORKING ON LEGISLATION TO ADDRESS THAT ISSUE

BUT IT ALSO SHOWS THE BROADER CONCERN OF CASES THAT I'VE SEEN AS A PROSECUTOR ESPECIALLY IN CHILD SEXUAL ABUSE CASES WHERE WE ARE ASKING CHILDREN TO DESCRIBE

IF THERE IS CONTACT

OR PENETRATION AND FOUR CHILDREN TO BE

ABLE TOKNOW THAT HAPPENED

ARTICULATE THAT IS ACTUALLY DIFFICULT IN A LOT OF OUR LAWS

MAKE US ASKED CHILDREN THESE KINDS OF DETAILED QUESTIONS. SO THAT'S JUST ONE EXAMPLE OF AN AREA THAT I THINK THAT NEEDS TO BE

LOOKED AT. I HAVE

SEVERAL TESTIFIERS HERE THAT ARE GOING TO TALK ABOUT SOME OF

THE CHANGES

THAT SHERRY -- IF YOU WANT TO COME UP; IS

A PROSECUTO

R I WORKED WITH HER FOR A NUMBER OF YEARS SHE'S GOT A LOT OF KNOWLEDGE ON THIS ISSUE. >> CHAIR MARIANI: VERY WELL.

REPRESENTATIVE MOLLER WHEN WE ASK THE OTHERS TO

COME UP AND BE AT LEAST

NEARBY BECAUSE WERE PRESSED FOR TIME

>> REPRESENTATIVE MOLLER: THAT WOULD BE GREAT GET THE OTHER TESTIFIERS ARE LINDY RACE FROM MN-CASA

WITH [INAUDIBLE] FROM SURVIVING SO CERT AND MEGAN ARIELLA IS

A SURVIVOR AND I JUST WANT TO MAKE A NOTE ABOUT SURVIVORS. I DID

LET SOME ORGANIZATIONS KNOW THAT OUR COMMITTEE IS ALWAYS WANTING

TO HEAR FROM VICTIM AND SURVIVORS AND SO THE MICROPHONE IS ALWAYS OPEN TO HEAR ABOUT THESE CASES BUT WE REALLY APPRECIATE

MS. -- COMING AND TALKING TO US BUT WE WANT TO HEAR YOUR VOICES AND SO

ANY OF THESE BILLS THAT WE ARE DISCUSSING AND I THINK I SPEAK ON BEHALF OF MY OTHER COMMITTEE MEMBERS AS WELL; PLEASE; ALWAYS FEEL FREE TO SHARE THIS CONCERNS WITH US. AND YOU FOR COMING >> CHAIR MARIANI: THANK YOU REPRESENTATIVE JIM MUELLER.

[INAUDIBLE] FOR MS. THOMPSON WELCOME TO THE COMMITTEE.

>> TESTIFIER: THANK YOU. MY

NAME IS [INAUDIBLE]

RESCUED WITH HENNEPIN COUNTY'S ATTORNEY'S OFFICE BUT

I'M CURRENTLY A SENIOR ASSISTANT AT THE COUNTY ATTORNEYS AND I SUPERVISE CHILD ABUSE PROSECUTION IN ADDITION TO ONE OF OUR DULL PROSECUTION AND

HAVE A TRIAL TEAM AS ALWAYS BEEN MY PRIVILEGE OVER THE YEARS WORKING IN HENNEPIN COUNTY TO BE

ABLE TO WORK WITH ANY NUMBER OF SURVIVORS OF

SEXUAL ASSAULT BE IT ADULT OR

CHILD SURVIVORS. I

HAVE WORKED AT HENNEPIN COUNTY ATTY.'S OFFICE AS A PROSECUTOR FOR SEVEN YEARS. BEEN WORKING AS

A PROSECUTORFOR 20

YEARS TOTAL INCLUDING WORKING AT THE MINNESOTA ATTY. GEN.'S OFFICE

AND THE DAKOTA COUNTY

ATTY.'S OFFICE. SO

ALL TOLD; IN MY YEARS OF EXPENSE

I'VE HAD SO MANY OPPORTUNITIES AND PRIVILEGES TO WORK WITH NUMEROUS

VICTIMS OF

SEXUAL ASSAULT AND TO NAVIGATE SOME OF

THE STATUTORY ISSUES THAT WE HAVE SEXUAL ASSAULT CASES. I WOULD

NOTE THAT

REPRESENTATIVE MOLLER ASKED THAT I BE HERE TODAY TO TALK A LITTLE

BIT ABOUT JUST A COUPLE OF EXPENSES THAT HAVE HAD AS A PROSECUTOR

DOING WITH SOME OF THE

LEGISLATIVE CHALLENGES THAT THERE ARE IN

RELATION TO THE BILL THAT SHE

HAS PROPOSED

TO DO A FULL REVIEW OF THOSE. I HAVE TWO

CIRCUMSTANCES THAT ARE LIKE TO SPEAK WITH THE COMMITTEE ABOUT TODAY IN GENERAL.

FIRST OF ALL I LIKE TO JUST SPEAK ABOUT

THE ISSUE THAT REPRESENTATIVE MOLLER JUST TALK ABOUT

WITH THE ORTEGA RODRIGUEZ CASE THAT WAS

JUST RECENTLY

DECIDED BY THE MINNESOTA SUPREME COURT.

IS THIS COMMITTEE MAY BE AWARE;

THE DEFINITION

IN CASES INVOLVING CRIMINAL SEXUAL CONDUCT IN THE 1ST°;

CONDUCT THAT INVOLVES

SEXUAL PENETRATION IS PENALIZED IN ADDITION TO CONDUCT INVOLVING CHILDREN UNDER THE AGE OF 13

WHEN IT IS THERE

THEY ARE GENITAL TO GENITAL CONTACT AND MY ANDERSON IS THAT LEGISLATION

THAT THE ADDITION OF THE BEAR GENITAL TO GENITAL CONTACT

WAS THAT MANY YEARS AGO THAT LEGISLATION WENT THROUGH

BECAUSE OF THE EXPERIENCES THAT

CHILDREN HAVE CERTAINLY

CHILDREN UNDER THE AGE OF 13; IN

DESCRIBING PENETRATION. AS REPRESENTATIVE

MOLLER INDICATED; AS PROSECUTORS; WE

ARE OFTEN IN A POSITION

OF HAVING TO TALK WITH THE

MOST VULNERABLE

OF SURVIVORS ABOUT THE MOST DIFFICULT

AND CHALLENGING

OF EXPERIENCES THAT THEY HAVE IN PARTICULAR;

WITH CHILDREN IT PRESENTS A CHALLENGE

BECAUSE CHILDREN ARE PLACED IN A POSITION TO DESCRIBE ACTS THAT THEY SHOULD NEVER HAVE TO KNOW ABOUT IN THE

FIRST PLACE.

CERTAINLY; THE ISSUE OF

SEXUAL PENETRATION IS AN

EXTREMELY DIFFICULT CIRCUMSTANCE FOR A CHILD OF

ANY AGE TO DESCRIBE BUT CERTAINLY

AS THE LEGISLATION REFLECTS THE AGE OF 13 OR UNDER THE AGE

OF 13; TO DESCRIBE WHAT THAT MEANS

; CERTAIN BODY PARTS AND HOW THOSE BO

DY PARTS WERE INVOLVED IN WHAT HAPPENED TO THEM IS VERY DIFFICULT. SO

THAT LEGISLATION

WHERE IT DESCRIBES FIRST-DEGREE CRIMINAL SEXUAL CONDUCT CAN INVOLVE NOT

ONLY PENETRATION

BUT THEIR GENERAL TWO TO GENITAL CONTACT IS

EXTRAORDINARILY HELPFUL FOR PROSECUTING CASES

INVOLVING CHILDREN UNDER THE AGE

OF 13. THE ISSUE THAT'S

PRESENTED ITSELF IN THE ORTEGA RODRIGUEZ

DECISION IS THAT PORTION OF THE

STATUTE CRIMINAL SEXUAL CONDUCT IN THE 1ST°

ONLY REFERENCE REFERENCE SEXUAL PENETRATION

THAT SPECIFICALLY INDICATE THAT INCLUDED IN THAT WOULD BE BETTER TO BEAR GENITAL CONTACT IF THE VICTIM IS

UNDER 13. SO IT IS I BELIEVE

REPRESENTATIVE MOLLER

BILL TO MAKE SURE THAT THERE'S A REVIEW OF

THE STATUTE TO FIX ANY OF

THOSE ISSUES AS IT RELATES TO WHETHER

THE DEFINITION FOR THE CONDUCT

THAT'S ANALYZED [INAUDIBLE] AS

I SAY

IN THE [INAUDIBLE] THAT YOU BOTH SEXUAL PENETRATION OR BEAR TO BEAR GENITAL CAN'T

CONTACT IS ALSO COVERED.

SO THAT'S A CIRCUMSTANCE WHERE I KNOW THAT WAS A PROSECUTION BELIEVE IN RAMSEY COUNTY WHERE

THAT HAPPENS BUT WITH THE STATUTE BECAUSE

IT ONLY SAID SEXUAL PENETRATION FOR

THE PORTION THE CASE WAS PROSECUTED UNDER AND THE CONDUCT WAS BEAR GENITAL TO GENITAL

CONTACT [INAUDIBLE] FIX THAT LEGISLATION WILL BE EXTRAORDINARILY HELPFUL TO AVOID ANY FUTURE CIRCUMSTANCES SUCH AS THAT. AS I'VE INDICATED

I'VE HAD THE PRIVILEGE TO SPEAK WITH NUMEROUS CHILDREN WHO

HAVE A LEDGE OF AND VICTIMIZED

SEXUAL ASSAULT

IN THE LANGUAGE IN THE STATUTE THAT INHIBITS

AND MAKES CRIMINAL

SEXUAL ASSAULT IN THE 1ST° IS

SOMETHING THAT

THE GENERAL TWO TO GENITAL CONTACT IS SOMETHING WE DO WITH

A FAIRLY REGULAR BASIS IN A CHILD ABUSE CASES.

IN

HENNEPIN COUNTY AND COUNTIES THROUGHOUT THE STATE

OF MINNESOTA. MANY OF WHOM I GET TO WORK WITH

AS A CHILD ABUSE PROSECUTION SEXUAL

ASSAULT PROSECUTORS. AS A RELATES TO

ANOTHER EXAMPLE; OF A

CASE WHERE A REVIEW OF

THE LEGISLATION

TO TAKE MAYBE AMENDMENTS THAT WERE NOT

REPORTED TO NOT DO SO HE CONTEMPLATED AND

WORKING TOGETHER; IS THE SEXUAL

CONTACT STATUTE. SPECIFICALLY;

SEXUAL CONTACTTHE

SECTION DEGREE CRIMINAL SEXUAL

CONDUCT IN THE SECONDARY AND IN THE 4TH° WITH A PROHIBITION

IS AGAINST SEXUAL CONTACT. A CASE

EXAMPLE THAT

REPRESENTATIVE MOLLER AND I

SPOKE ABOUT THE EVENT OF EXPENSE WAS A CIRCUMSTANCE WHERE WE WERE PROSECUTING AN INDIVIDUAL WHO SEXUALLY ASSAULTED A WOMAN WHO IS NOT CONSCIOUS AT

THE TIME AND THE ALLEGATION OF SEXUAL

ASSAULT INVOLVED

HIS GENITALIA TO HER MOUTH AREA AND SHE WAS

NOT CONSCIOUS FOR THE SEXUAL ASSAULT. SHE DID NOT KNOW WHAT WAS ACTUALLY HAPPENING AT THE TIME IT WAS HAPPENING.

BECAUSE THE CASE WAS ELISE INITIALLY

LARGELY CIRCUMSTANTIAL

WE DID CHARGE A CRIMINAL SEXUAL CONTACT IN THE 4TH°

BELIEVING THAT BECAUSE SHE WAS PHYSICALLY

HELPLESS THE DEFINITION OF

SEXUAL CONTACT CONTEMPLATED

THE PERPETRATORS INTIMATE

PARTS AGAINST THE COMPLAINANTS

NON-INTIMATE PART BUT WHAT WE FOUND IS THAT THE DEFINITION OF SEXUAL CONTACT; SUBDIVISION

11; 609341 HAS TWO SEPARATE DEFINITIONS OF SEXUAL CONTACT AND ONE OF THE DEFINITIONS DEFINITIONS BUT TO CERTAIN

PROVISIONS OF THE STATUTE IN

THE DEFINITION THAT WENT WITH

OUR

PARTICULAR CONTEXT DID NOT APPLY TO THE PHYSICALLY HOPELESS PROVISION. IT ONLY APPLY TO CERTAIN SUBDIVISIONS

NOT INCLUDED IN THE SET OF FACTS WE HAD. SO THAT WAS AN EXAMPLE

THAT IMMEDIATELY CAME TO MIND AS REPRESENTATIVE MOLLER

WAS TALK ABOUT THE POSSIBLE REVIEW OF SEXUAL ASSAULT STATUTE AND TRYING TO SEE WHAT IF ANY RECONCILIATION OF ANY AMENDMENTS OR CHANGES THAT HAPPEN OVER THE YEARS THAT

COULD IMPACT WITHOUT COULD

BE AFFECTED. THIS IS MY CLOSE EXAMPLE OF A

CIRCUMSTANCE WHERE THE STATUTE DID NOT PERMIT

US TO PROSECUTE THE INDIVIDUAL FOR SEXUAL CONDUCT BECAUSE THE DEFINITION OF

SEXUAL CONTACT WAS NOT APPLICABLE

TO HIS CONDUCT IF THE VICTIM WAS

PHYSICALLY HELPLESS. AT

THE TIME. SO W

E CERTAINLY WERE ABLE TO PROSECUTE THE INDIVIDUAL FOR

CRIMINAL SEXUAL CONDUCT IN THE

3RD°

AND [INAUDIBLE] SO WE WERE SUCCESSFUL IN OUR PERSECUTION BUT THAT CERTAINLY

WAS AN ISSUE THAT

PRESENTED ITSELF FOR CHARGES THAT

WE BELIEVED WOULD

BE APPLICABLE TO THAT PARTICULAR

CASE. SO I APPRECIATE VERY MUCH

THE OPPORTUNITY

TO COME AND JUST HIGHLIGHT A COUPLE OF EXAMPLES

OF CIRCUMSTANCES THAT AS

A PROSECUTOR

IS REDOING THESE CASES FOR SEVERAL YEARS;

I WELCOME A REVIEW OF THE SEXUAL

ASSAULT STATUTE AND RECONCILING

ANY ISSUES

OR DIFFERENCES IN DEFINITIONS THAT MAY OR MAY NOT IMPACT FUTURE PROSECUTIONS. >> CHAIR MARIANI: THANK

YOU. FOR HELPING

TO HIGHLIGHT SOME EXAMPLES OF WHY THE IMPORTANCE

OF THE

SEXUAL ASSAULT LAWS AS THEY APPLY TO THE BURDEN ON

JUSTICE EQUITABLY [INAUDIBLE].

WE HAVE REPRESENTATIVE JOE MUELLER

LET'S FIT IN AS MUCH TESTIMONY AS WE CAN THEN

WILL [INAUDIBLE] >>

REPRESENTATIVE MOLLER: SURE. AND IT TURNED OVER TO

LINDSAY BRYCE FROM MN-CASA?

WITH GREAT >> TESTIFIER: MR. CHAIR; MEMBERS; THANK YOU FOR INVITING ME AGAIN TODAY. THIS IS THE

SECOND TIME BECAUSE I WAS HERE YESTERDAY AS WELL. MY NAME IS

LINDSAY BRYCE AND

DJ Envy & Killer Mike Go At It Over The Public vs. Private School Debate & Fans Take Sides - Breakin - Duration: 3:11.

AMA Public Affairs: Distracted Driving - Duration: 2:04.

We see it every day.

Drivers distracted by texts, emails, their latest playlists,

and a bunch of other things that take their attention away from the road.

Unfortunately, the problem is actually only getting worse.

For many of us, getting behind the wheel is the riskiest thing we'll do in a day,

and, we do it every day.

So, we owe it to ourselves to give driving our complete attention,

because driving requires it.

There's a lot going on that you need to be aware of:

Traffic signals, pedestrians, cyclists, and other cars.

We simply can't drive properly if we're driving distracted.

And distraction is now believed to be a leading cause of collisions, ahead of speeding and impaired driving.

In fact, research shows that people who text while driving are at least eight times

more likely to be involved in a crash. Eight times.

But research aside, this is about keeping you and your friends safe,

and we can all do more.

Every time we drive distracted, it's a choice that we make.

You might think it will just take a second, but a second is too long.

Anything that takes your focus off the road increases the risk for you, and the people around you.

So, what are we going do about this?

Government, police, and partners like us at AMA are working hard to

make people aware of the dangers of distracted driving.

But ultimately, the solution starts, and ends, with you.

Each of us has the power to make a real dent in distracted driving.

The text can wait.

The Snapchat update can wait.

And the selfie - can definitely wait.

We're all part of a driving community,

and we all want to get to where we're going safely.

So, do your part.

Avoid distractions and focus on the road. Because,

We're all in this together.
