HEATHER WILSON STAYS MUM ON DEFENSE SECRETARY RUMORS

PRESIDENT DONALD TRUMP STILL HASN'T NOMINATED ANYONE AS DEFENSE SECRETARY, MORE THAN A MONTH

AFTER JIM MATTIS RESIGNED THE POSITION.

BUT ON CAPITOL HILL, ONE NAME KEEPS COMING UP AS A POTENTIAL SUCCESSOR: AIR FORCE SECRETARY

HEATHER WILSON.

IN AN INTERVIEW FOR POLITICO'S WOMEN RULE PODCAST, WILSON DID NOT DENY HAVING AN INTEREST

IN THE POSITION.

"I SERVE HERE AT THE PLEASURE OF THE PRESIDENT AND WITH THE CONFIRMATION OF THE SENATE, AND

I THINK THAT'S PROBABLY WHERE I AM," WILSON SAID.

"I THINK THAT'S UP TO THE PRESIDENT OF THE UNITED STATES AND THE UNITED STATES SENATE."

IF NOMINATED AND CONFIRMED AS DEFENSE SECRETARY, SHE WOULD BE THE FIRST WOMAN EVER TO HOLD

THE POSITION.

WILSON, A FORMER REPUBLICAN CONGRESSWOMAN FROM NEW MEXICO, IS AT THE VANGUARD OF A NEW

GENERATION OF WOMEN IN LEADERSHIP ROLES THROUGHOUT THE TRADITIONALLY MALE-DOMINATED NATIONAL

SECURITY WORLD AND DEFENSE INDUSTRY.

"I THINK IT'S GREAT," WILSON SAID.

"I THINK WHAT IT SAYS TO YOUNG WOMEN IS, THERE AREN'T ANY BARRIERS.

THERE ARE NO BARRIERS TO TALENT RISING."

IN 1978, SHE WAS A MEMBER OF JUST THE THIRD CLASS AT THE AIR FORCE ACADEMY TO ADMIT WOMEN.

"THERE WERE A LOT OF PEOPLE AT THE TIME WHO STILL DIDN'T THINK WOMEN BELONGED IN

THE MILITARY," SAID WILSON, WHOSE LOVE OF FLYING BEGAN AS A SMALL CHILD RIDING IN HER

FATHER'S PIPER CUB PROP PLANE.

AFTER GRADUATING FROM THE ACADEMY, SHE WON A RHODES SCHOLARSHIP AND EARNED HER MASTER'S

AND DOCTORATE FROM OXFORD UNIVERSITY.

WHILE STILL AN OFFICER IN THE AIR FORCE, SHE WORKED IN BRUSSELS AS PART OF THE U.S. MISSION

TO NATO.

WHILE CAREFUL TO AVOID ANY DIRECT DISCUSSION OF PRESIDENT TRUMP'S FOREIGN POLICY DURING

HER INTERVIEW WITH POLITICO, WILSON WAS CLEAR ABOUT HER VIEW ON THE IMPORTANCE OF THE MILITARY

PACT.

"I THINK OUR ALLIANCES ARE ABSOLUTELY VITAL," WILSON SAID, ADDING THAT NATO HAD "HELPED

TO KEEP THE PEACE IN EUROPE AND HELPED TO ALLOW PROSPERITY TO BLOSSOM AROUND THE WORLD."

"WE ARE STRONGER TOGETHER THAN ANY OF US ARE ALONE," WILSON SAID, NOTING THAT THE

ONLY TIME NATO'S ARTICLE 5 — THE MUTUAL-SECURITY GUARANTEE THAT SAYS THAT AN ATTACK ON ONE

NATO MEMBER IS AN ATTACK ON ALL OF THEM — HAS BEEN INVOKED WAS AFTER THE TERRORIST ATTACKS

OF SEPT.

11, 2001.

ASKED WHETHER SHE HAD SHARED HER THOUGHTS ON NATO WITH TRUMP, WHOSE SKEPTICISM AND,

AT TIMES, HOSTILITY TO THE GROUP HAS DISTRESSED LONGTIME U.S. ALLIES, WILSON SAID SHE HAD

NOT.

"I'M THE SECRETARY OF THE AIR FORCE," SHE SAID.

"MY JOB IS TO ORGANIZE, TRAIN AND EQUIP AIR FORCES FOR THE CONDUCT OF SUSTAINED OPERATIONS

IN THE AIR.

I ADMINISTER THE FORCE AND RECRUIT AND EQUIP THAT FORCE.

BUT THOSE [CONVERSATIONS] ARE NOT MY RESPONSIBILITY."

Information - Americans Continue To Flee From High-Tax States To Low-Tax States - Duration: 4:19.

This reinforces the well-entrenched trend of US residents moving from high-tax states to low tax states

What's going on in your state? Find out right here…    by Ryan McMaken of Mises Institute  According to the most recent Census Bureau data on state-to-state migration flows, 523,000 people moved to California from other states

But at the same time, more than 661,000 Californians moved to other states.  That is, on net, nearly 138,000 more people left California than moved into it from elsewhere in the US

Yet, California isn't the worst in this regard. Both Illinois and New York lost even more residents to other states with net losses to other states totaling 144,000 and 167,000, respectively

These numbers reinforce what has become a well-entrenched trend of US residents moving from high-tax states to low tax states

In fact, among the top-ten states that the largest number of Americans have fled, seven of the ten are states which rank among the top 15 states for the worst tax burdens —according to the Tax Foundation's most recent report on state and local taxation

New York is ranked worst in the nation, while California is ranked at number four

1    At the other end of the spectrum are states with far more modest tax burdens

Florida, which tops the list with a net 118,000 new residents from other states, is ranked by the Tax Foundation as having the 31st highest tax burden

Arizona, at number two, with 98,000 new residents from other states, is ranked at an even better number 34

Texas is near dead last (in a good way) at number 47. Even Washington State, which gained nearly 62,000 new residents from other states, is ranked in the middle at number 27

(Oregon is an exception, as it is ranked as having the 16th worst tax burden in the nation

)  Low-tax states also tend to be states that are, in general, more hospitable to the private sector, and to opening and running a business

Indeed, "economic freedom," broadly speaking, can influence where potential employees and employers move as well

Not surprisingly, in the Fraser Institute's most recent report on "Economic Freedom of North America," California ranks as the 47th "most free" state, while Texas ranks as third

Some of the states on the losing end have certainly noticed. Last November, the Sacramento Bee reported "More people left California in 2017 than moved here

" The news is nuanced, though. The Bee also noticed that the people moving in to California tended to be more educated and higher-income than the people moving out

That may be good for tax revenue, although it will likely also increase income inequality (which Californian politicians claim to hate) while potentially pushing up housing prices in the more in-demand areas even more

More recently, New York state officials blamed a budget shortfall on an exodus of taxpayers, and "cited anecdotal reports of New Yorkers leaving the state or changing their primary residence

" Basically, too many New Yorkers are moving to Florida.  So far, we've only been looking at migrant flows from state to state, however

If we include in-migration from foreign countries and natural growth from births, California's comparative population loss disappears, although Illinois and New York still remain in negative territory

On Tuesday, for example, Jonathan Williams at The Hill opined that "Americans continue their march to low-tax states

"  Using overall population changes from (all sources) from 2017 to 2018, he notes  Once again, Texas and Florida were the big winners in overall population gains, with the Lone Star State gaining more than 379,000 residents from 2017-18 and the Sunshine State posting a gain of more than 322,000

The big net losers from the report were New York, which lost a total of 48,510 residents, and Illinois, which lost 45,116

Williams doesn't provide any details or visuals beyond a handful of states, so I've done it for you, using the same data Williams uses:    California fares better by these measures, but so do Florida and Texas, both of which also receive large numbers of migrants from abroad

So, even if we add in foreign migration, low and moderate tax states still tend to rise to the top of list

There is no doubt that migration from other countries is helping keep population growth positive in a number of high-tax states

If we exclude natural growth from births, and look at just people who have moved in from elsewhere (including abroad), we find that high-tax states California, Massachusetts, Minnesota, and New Jersey all move from negative territory into positive:2    Certainly, taxation is not the the only factor people consider when moving

Climate and proximity to family are common considerations, and it's likely not a coincidence that most of the states in the top ten are states with large cities and numerous jobs for skilled workers

The cost of living is a big factor as well, and this has been especially problematic for California which contains many of the most notoriously unaffordable cities in America

This helps explain why lower-income residents flee California while wealthier residents move in

Living in California has become a luxury available primarily to wealthy tech workers and government employees with plentiful taxpayer-funded benefits and pensions

1.See "State-to-State Migration Flows" in updates from the American Community Survey

Graph 1 excludes in-migration "from abroad." https://www.census.gov/data/tables/time-series/demo/geographic-mobility/state-to-state-migration

html 2.This is the same "State-by-State Migration Flows" data from graph one, but I have added in migration "from abroad" which include Puerto Rico and US Territories as well as all foreign nations

As with graph one, this excludes natural population growth from births.  Ryan McMaken (@ryanmcmaken) is a senior editor at the Mises Institute

Democrats in early primary states agree 2020 field is wide open Politics

"Right now, from what Im seeing out there, nearly everyone is taking a whole wait and see approach to the whole field," Iowa state Democratic Party Chairman Troy Price told CNN at the Democratic National Committees Winter Meeting in Washington.

Price said Iowans were welcoming all the Democratic candidates whod made trips to the state known for its first in the nation caucuses.

The primary field, which already features more female and minority candidates than ever before, is shaping up to be big, with nearly a dozen candidates already and another dozen or so considering running.

"Ive been surprised; everyone has had a great response," Price said. "Ive not heard any bad, any negative things from Iowans. Everyone is just really excited to get a chance to talk to these candidates and get to know them."

"Everyone whos come through, I think, has really hit what theyve wanted to do," Price added. "It seems like everyone has had a really good rollout in the state."

He noted the "tremendous crowds" for Sens. Elizabeth Warren of Massachusetts and Kirsten Gillibrand of New York, and the recent rural swing through the state of Sen. Sherrod Brown of Ohio.

One name did come up as a potential x factor: former Vice President Joe Biden.

"Joe Biden is beloved," Jaime Harrison, associate chairman of the DNC and a former chairman of the South Carolina Democratic Party, told CNN when asked how Biden would fare in South Carolina. "He spent a lot of time in South Carolina, so he has a lot of long relationships there, and so he will be well received."

But he cautioned that voters in the first in the South primary state will demand personal attention from all the candidates.

"If youre coming to South Carolina, you cant mail it in," Harrison said. "Regardless of who you are, and what your background is and what your history is, youre going to have to go talk to the voters. Youre going to have to build an operation that is a South Carolina operation, not a cookie cutter operation that you take off the shelf."

On Thursday, the party announced details of the first two debates of the primary season, making changes to the traditional setup to accommodate the ever growing field of candidates. Each debate will be held over two consecutive nights with space for up to 20 total candidates. To get a place on the stage, each candidate will have to meet polling and fundraising thresholds.

"We think it is important to reward candidates who have done an effective job across the country in raising small dollar donations," DNC Chairman Tom Perez told a group of party members before the debate announcement. "And so thats never been done before. And Im excited about it."

Perez said the party was committed to allowing candidates to talk about the issues, celebrating the record diversity in the 2020 Democratic field.

"Needless to say, we have a large field. I welcome that," Perez said. "Nobody should be concerned about that. It is a first class problem to have. Weve got a deep field of folks."
