One thing you guys need to know about me, is, I am basically a hoarder! I've kept

every little piece of paper like everything throughout my entire life and

I just store it at my parents home and it drives my mom crazy and it's getting

worse and worse like I'm going to be one of those people on that TV show.

just come to the house and organize stuff. Which I'm not gonna do now but at

some point I will.

of my life I was Alan Park when I lived in Kansas! So I wrote this poem is seven

second grade and they published it in some magazine cuz they thought it was so

colorful leaves fall down let everyone dive in your beautiful leaves twisting

and jumping and turning around but just one thing I want you to do just please

went and I confessed you know I was like aha

I did the stink bomb and she made me get some notes signed by my parents they had

to bring in a company to get it professionally aired out the entire

basement of the building and smells so bad by doing this if you can make living

of a nasty deal he worked for known pedophiles at the White House proving once again this

man's nasty malice for our country and for our people.

We'd hope that our elected officials would have the bests interests in mind of the people

they lead, but Obama proved over and over that was not his mission.

Now we're learning that he handed out security clearances to known pedophiles in another

Obama scandal that's making headlines this morning, after the startling contents of a

new Department Of Defense report was just released.

Conservative Tribune reports:

A new Department of Defense report indicates that numerous security clearances — many

issued during the Obama administration — were given to people who you wouldn't trust to

watch your daughter, let alone the country's secrets.

"165 defense contractors had their initial security clearances revoked last year after

further investigation linked the recipients to problematic or illicit activity," stated

NBC News, which reviewed the DOD report.

The reasons for those revocations included "questionable financial transactions, influence

by foreign governments and even felonies like pedophilia."

Yes, it looks like the oh-so-competent Obama administration handed out high level security

clearances to people who had committed appalling crimes… and it wasn't fixed until recently.

"In one example, a person given interim secret clearance in 2015 was discovered in

2017 to have been found guilty of raping a child prior to applying for the clearance,"

NBC News reported.

How does a conviction for child rape go unnoticed by a federal agency during a background check?

It seems almost inconceivable that even a rudimentary criminal history review would

fail to turn this up, which raises serious questions about how many of these clearances

were simply rubber-stamped by bureaucrats.

The good news, if you can call it that, is that the percentage of revoked clearances

is relatively small.

However, the number of people who were given clearances they shouldn't have received

is still measured in the hundreds.

"The report captured data from 200,000 applications for secret or top secret clearance by defense

contractors over the past three years, many of which were not fully adjudicated until

2017," NBC explained.

"It found that 486 applicants had their clearances denied or revoked.

Of those applicants, 165 had slipped through the initial round of vetting and been allowed

access to sensitive information."

The Obama administration, of course, has been accused of not taking security seriously during

several well known scandals.

This is absolutely outrageous but not surprising considering that Obama constantly used his

power as president to protect thugs and people who hated our country.

Let's not forget this is the same clown who provided deadly weapons to Mexican drug

cartels, and then "lost track" of the weapons.

Those guns as we know were then used to kill American citizens.

Of course there's also Benghazi, where Obama let our men die all for the sake of the optics

with his reelection and the need to push the narrative that "Al Queda was on the run."

And let's not forget about the current massive Uranium One Scandal where Obama is at the

center of this historic scandal where he bent guidelines and fast-tracked the transfer of

key uranium supplies to Russia.

This is your legacy, Obama.

Throwing America under the bus and emboldening our enemies.

But it's truly startling that people who are known child rapists would be given security

clearances with zero regard for the horrific crimes they're committing against America's

children.

"There was a disturbing trend within the 44th president's administration and it was

this: National security seemed to constantly take second place to political gamesmanship

and questionable schemes," Conservative Tribune concluded.

"There may be a new occupant in the White House, but many remnants of the Obama era

still remain.

The safety of the country should come before politics, and the American people deserve

answers to this alarming report about clearances."

A new tabloid report claims Tom Cruise is "upset" about Katie Holmes and Jamie Foxx "going public" with their romance, but Gossip Cop has learned the entire story is made-up.

We're told by sources close to each of those involved that the story is untrue.

According to OK!, Cruise is "less than pleased" that after "four years of under-the-radar dating," Holmes and Foxx "emerged as a couple last fall.

" A so-called "source" tells the tabloid, "Tom used to consider Jamie a friend.

" "He's upset about the relationship with Katie, especially now that they're no longer keeping it quiet," adds the alleged insider.

The seemingly fabricated "source" maintains Holmes' supposed "romance" with Foxx "hasn't exactly encouraged Cruise to have more contact with Katie and Suri." "Unfortunately, it's his daughter who's paying the price," concludes the questionable tipster.

Not only are the claims completely phony, but they also contradict previous assertions made by the untrustworthy outlet.

For starters, Cruise is not "upset" because he doesn't care who Holmes does or doesn't date.

More importantly, as Gossip Cop has noted in the past, Foxx and Holmes never went "public" with anything.

They were photographed, without their knowledge, by paparazzi using long lenses while they were having a private moment.

Additionally, the tabloid's insistence that Holmes and Foxx are "no longer keeping their relationship quiet" is absurd.

The truth about Holmes and Foxx's relationship, say multiple sources, is that it's actually far more casual than what the media has been trying to portray for a long time.

And the contention that Holmes and Foxx's friendship "hasn't exactly encouraged him to have more contact with Katie and Suri" is beyond ridiculous.

One has nothing to do with the other.

Cruise was out of Holmes and his daughter's life long before the actress began spending time with Foxx.

Of course, OK! has not only been repeatedly wrong about Holmes and Foxx and the nature of their relationship, but it also can't keep track of its lies.

In January 2016, for example, the unreliable tabloid ran a cover story that exclaimed, "Katie & Jamie: Wedding & A Baby!" The gossip magazine further alleged it had "details of the secret ceremony," and swore up and down that Cruise gave "his blessing".

But that's not all.

In March of that same year, the publication ran yet another cover story that announced, "Jamie & Katie: It's A Girl!" The issue even claimed that upon hearing Holmes was supposedly pregnant, Cruise was so happy for her and Foxx that he sent a "$2,500 bouquet of flowers".

To recap: So now the often discredited tabloid would like us to believe that Cruise is "upset" about Holmes and Foxx's purported "romance," which in reality is not that serious, but two years ago he gave them his "blessing" for their wedding that never happened and bought expensive flowers for the baby girl they never had.

The only ones who should be "upset" are those who spend $5.99 a week buying the magazine's lies about Cruise, Holmes, and Foxx.

Regardless, sources close to all three of them confirm to Gossip Cop the outlet's article is not true.

Introduction to the Public Sector - Duration: 11:27.

Hello and Welcome.

I'm Dr. Vanessa Lopez-Littleton

This video will introduce you to Public Administration and the nonprofit sector.

I will begin by discussing the three sectors in American society.

defining public administration introducing you to the Founding Fathers

Then briefly discussing public administration as a discipline

The three sectors of American society are the private, the public and the nonprofit

sector.

Although often, the nonprofit sector is often consider a part of the public sector.

For this discussion, I have pulled them apart so we can discuss what makes each unique.

The private sector is the part of the national economy not under the direct control of the

government or the state.

Typically, these are privately held for-profit companies.

Examples include Coca-Cola, Facebook, Safeway, General Motors and many others.

Many private companies have a profit motive, even though we now see public companies committed

to doing good things, oftentimes their bottom line is still making a profit.

The public sector includes the part of the economy controlled by the government.

This includes local, state, and federal government agencies such as the CDC, the City of Seaside,

Monterey County Health Department and so on.

Nonprofit organizations are often referred to as the third sector as they often fit a unique

caveat in meeting the needs of the public.

Many of the larger nonprofit organizations receive funding from the government.

So, although they are not under government control, because of the manner in which their

funding is structured, they may be accountable to the government.

Nonprofits often play a role in delivering services the government is unable to or unwilling

to provide.

For instance, nonprofits such as Dorothy's Kitchen in Salinas provides meals and shelter

to people experiencing homelessness.

This is a role the government will not provide nor will private companies as there is no way

to generate a profit.

What's at the center of these sectors is the economy.

Revenue and resources create the distinction between the sectors.

These three sectors are interdependent and necessary for a quality of life of the American

public.

So, understanding the distinct roles of the three sectors is very important in public

administration as these sectors function together to create and support the the overall economy

and our system of government.

Let's get started with the definition of public administration.

Public administration is the formation and implementation of public policy.

It is the management of public affairs and the implementation of public policy.

When I say public affairs, I mean the relationship between organizations, politicians and government.

But public administration is whatever government does.

When you think about the services governments

deliver and the people work people do for the government, those

are public administrators and the work they're doing is public administration.

Public administrators assume many different roles and responsibilities.

The positions are widely varied and can include firefighters, law enforcement officers, judges,

public health officials, managers who work in nonprofit organizations and many others.

Unelected public servants can also be considered public administrators.

These may include heads of city, county, regional, state and federal departments such as municipal

budget directors, human resources administrators, city managers, and cabinet secretaries.

Public administrators are public servants working in public departments and agencies,

at all levels of government.

When we define public administration, we use often four lenses.

This is just a way of grouping public administration into functional units.

These are Political, Legal, Managerial and Occupational

We'll talk more about those now.

Political definitions: Public administration cannot exist outside of its political context.

It is this context that makes it public—that is different from private or business administration.

Public administration is inextricably linked to politics.

It is the work of government and finds its roots in the will of the people and elected

officials.

Legal definitions: Public administrators often get their authority to do their work from

the Constitution.

The 10th Amendment of the U.S. Constitution says powers not delegated to the federal government,

nor prohibited by the Constitution are reserved for the states and the people.

Therefore, the work of the public sector is bound by law.

So, at the federal level there is a focus on national defense, immigration, and civil

rights.

And which is why many argue against the federal government getting involved in healthcare

and education.

Occupational Definitions: Public administration is an occupational category.

It is whatever public employees of the world do.

It ranges from brain surgery to street sweeping.

Most of the people in this broad category do not think of themselves as public administrators.

They identify with a specific profession (such as physicians, nurses, engineers, or teachers)

or by their trade (such as electricians or plumbers).

While it is true they may not be administrators in the sense of being managers, they are providing

services to the public, so we claim them as public administrators.

Managerial Definitions: Its legal basis allows public administration to exist, but without

its management aspect, not much of the public's business would not get done.

Many of the functions associated with public sector management are managerial in nature.

So, typically public administration programs are at the masters level where students are

trained in personnel management, urban and regional planning, nonprofit management and

many other areas of specialization.

The public administrators of a jurisdiction (the actual management specialists) are often

found in the vast area of middle management.

This group is responsible for the day-to-day operation of operational units.

Founders of public administration

Woodrow Wilson is credited as the founder of the progressive movement and for providing

the rationale for public administration to become an academic

discipline and a professional specialty.

Leonard White was also important in the establishment of public administration as a discipline.

He is credited with the development of the four critical assumptions associated with

public administration and he wrote the first text book "Introduction to the Study of

Public Administration" in 1926.

These were first described by Leonard White in his textbook.

They are all pretty straightforward except for #3 and #4.

Number 3 simply means administration is an art and a science.

When these were developed by White in 1926, there wasn't much science going on at the

time in the newly emerging field.

However, to date, this has changed significantly.

#4 means in the public sector, we are our oftentimes own worst enemy, we tend to get in our own

way when doing the public's work.

Public Administration is an Academic Discipline As an independent academic field, public administration

has always been controversial.

First, it struggled to find an identify outside of political science.

Many still think of it as a part of political science.

Then, schools of business and management began to offer public sector management courses

and degrees as a part of their broader concept of their discipline.

This remains true to this day.

Public Administration is an interdisciplinary field, which bridges many sectors, including

those you see on the slide.

So for many of us in the field, we may or may not have degrees in public administration

and me may work alongside people from groups outside of our discipline.

Nevertheless, for many of us in the field, public administration meets the three criteria

of a profession.

In that public administration has a body of academic and practical knowledge that is applied

to the service of society, has a standard of success theoretically measured by personal

gain and has a system of control over the professional practice that regulates the education

of new members and maintains both a code of ethics and appropriate sanctions.

Students in public administration programs

are introduced to these broad categories as

they lay the foundation for the discipline.

Many of these topics will be covered in any good introduction to public administration classroom.

I conclude this presentation with a quote from Thomas Paine which says.

"A thing moderately good is not so good as it ought to be.

Moderation in temper is always a virtue, but moderation in principle is always a vice."

I am frequently asked why can't government move faster to address the many complex issues.

I often discuss the incremental nature of public policy and the rarity of major legislation,

as our society is founded upon certain principles, ones which we must carefully weigh as we endeavor

to change.

In order for the U.S. to function to our full potential we must ensure the government is

managed by the people and for the people.

When these basic principles are called into question, this is when we as a society must

reconsider our purpose and evaluate our direction.

This is the role of public administration in American society.
